Background

PM Consulting Group, LLC, (PMCG) is growing and we are seeking a full-time Assistant Facility Security Officer (A/FSO) to support our Chief Security Officer (CSO)/FSO in managing our daily US and global operations. Applicants will need to demonstrate a comprehensive understanding of all facets within the industrial security field, to include personnel, physical and technical. In their role, the A/FSO will interact with all levels of PMCG leadership, government clients, employees, prime and subcontractors, to ensure compliance and security contract performance requirements.

Scope of Work

The individual holding this position is responsible for providing security oversight and guidance relative to 32 CFR 117, National Industrial Security Program, program security guides and other Government agency security directives. This position will report directly to the Facility Security Officer (FSO). This is a hybrid position, allowing the individual to work remotely, and in our Washington, DC office a minimum of one day per week; more often if required.

Job Duties And Responsibilities

1. Possess a minimum of a final Secret Personnel Security Clearance (PCL), with the ability to obtain a final Top Secret PCL;

2. Have at least two-years demonstrated experience working in an assistant, or FSO role;

3. Provide proof of having competed the Defense Counterintelligence Security Agency (DCSA) Center for Development of Security Excellence (CDSE) FSO training program for non-possessing facilities within the last 24-months.

Experience:

1. All respondents must have a solid understanding of the National Industrial Security Program Operating Manual and the codified 32 Code of Federal Regulation Part 117, NISPOM;

2. Applicants must have demonstrated experience working within the Defense Information System for Security (DISS) and the National Industrial Security System (NISS), Personnel Security Investigations (PSI) Electronic Questionnaires for Investigations Processing (e-QIP), preparation of DD 254, Department of Defense Contract Security Classification Specification, the preparation and submission of visit authorization requests (VARs).

3. Applicants must have experience in working with other government agencies and defense contractors in a global environment.

4. Applicant must be competent in the use of Microsoft Office products.

5. Applicant must possess strong English written and verbal communication skills.

6. Applicant must possess a Bachelor's degree with 1-3 years of related experience; 3-5 years of demonstrated FSO related experience can be substituted in lieu of a degree.

Note: Experience may encompass a combination of consist of FSO, AFSO, Company Security Manager, military or government security manager.

Primary Responsibilities:

The A/FSO is responsible for supporting the CSO/FSO in managing and maintaining the PMCG industrial security program, ensuring the government, company and client security requirements are addressed.

The A/FSO will conduct facility self-inspections, program security reviews, and participate in government telephonic and in-person interviews and inspections.

Draft and finalize corporate security policies, conduct security in/out-processing of cleared personnel, initiate and submit e-QIP documents, prepare and submit Visit Authorization Requests (VARs); develop and present finished DD 254s for signature and flow-down to all sub-contractors; maintain the PMCG classified contract database.

The A/FSO will work with the FSO to implement Government and PMCG security policies and procedures and coordinate with the CSO to develop corporate security policies and procedures.

The A/FSO will work independently or with the CSO/FSO to evaluate, develop and implement Operations Security (OPSEC) Plans, to include OPSEC briefings and policies.

The A/FSO will oversee the PMCG PSI database and prepare and present PSI status reports on a weekly basis to the FSO and Program Managers.

The A/FSO develop and conduct security indoctrinations and orientations for newly hired staff. As a global operation, the A/FSO must be available when required, based on the global security requirements of the PMCG staff and clients.

Required Qualifications

1-3 with Degree years of experience w/o Degree 3-5 years

Bachelors in Business, Management, or Security Operations

Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors, issued on September 9, 2021 and the Safer Federal Workforce Task Force COVID-19 Workplace Safety Guidance for Federal Contractors and Subcontractors, which require COVID-19 vaccinations for all PMCG employees regardless of work location unless a medical or religious accommodation is granted by PMCG. PMCG requires all newly hired employees to be fully vaccinated (meaning two weeks after the employee receives the Johnson & Johnson single-dose vaccine or the second dose of the Pfizer/Moderna vaccines) or have an approved medical or religious accommodation by December 8, 2021 or by their start date if it is after December 8th, 2021.
