Job Description:
The Chief of Ambulance Operations provides operational management of the ground medical transport system which includes multiple bases, ground transport vehicles and covering a multi-state region. The scope of responsibilities includes strategic planning, business development, community relations, regulatory compliance, assuring excellent patient care, oversite of daily operations and meeting safety standards. The Chief of Ambulance Operations is charged with the operational integration of clinical care, coordination with the HELP Flight Chief Flight Nurse to ensure appropriate level of service utilization, and dispatch/communications functions.ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Promotes mission, vision, and values of SCL Health, and abides by service behavior standards.
2. Responsible for planning, development, and implementation of short- and long-term strategic initiatives aimed at program growth, as well as serving the needs of the Montana market hospitals for transportation of patients requiring an ambulance.
3. Directs all operational aspects of ground emergency medical transport.
4. Partners with HELP Flight Chief Flight Nurse to assure implementation of regulatory and safety policies/procedures in conjunction with rotor, fixed wing, and ground operations.
5. Responsible for development, implementation, and monitoring of operational budgets.
6. Monitors and supervises billing and compliance processes for the service.
7. Monitors trend demands and resource utilization.
8. Develops, negotiates, and monitors ground transport contracts.
9. Serves as the key community contact and directs program marketing and outreach activities of the program in coordination with system Marketing and Communications partners.
10. Maintains ability to perform transport duties as patient care provider
11. Two hours per month shadowing Emergency Department physician
12. Maintains all clinical competencies
EDUCATION
Required : Degree in business or health related field or commensurate experience in medical transport operations required. Graduation from an accredited paramedic program.
Preferred :
CERTIFICATION, REGISTRATION, LICENSE

Required : Nationally Registry of EMT Paramedic, Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), ; Nationally recognized pre hospital trauma course (TECC, TCCC, PTHLS),
Certified Medical Transport Executive (CMTE) or Fitch and Assoc Ambulance Service Manager Program or equivalent within three years of hire
Montana Paramedic with Critical Care Endorsement within 6 months of hire
Preferred : Instructor credentials in one or more of the above certifications
EXPERIENCE
Required : Prehospital careexperience (10 years)
5 years of progressive EMS leadership experience
Preferred :
KNOWLEDGE, SKILLS, AND ABILITIES
- 5 Years of managing an EMS department or 7 years of supervising within a busy EMS System
- Demonstrates comprehensive knowledge of transport medicine and regulatory requirements.
- Demonstrates an ability to work with a wide array of partners and constituents.
- Communicates clearly and concisely. Must have excellent verbal and written communication skills.
- History of strong leadership in setting high performance standards and holding staff accountable. Demonstrated ability to guide individuals and groups toward desired outcomes and delivering leading quality services.
- Establishes and maintains long-term relationships with vendors and customers, building trust and respect by consistently meeting and exceeding expectations.
- Uses effective approaches for problem solving and takes action that is consistent with available facts, constraints, and probable consequences. Has the ability to make sound decisions under adverse conditions
- Demonstrates ability to critically evaluate and appropriately act upon information.
- Must possess good interpersonal communication skills with an emphasis on public speaking
- Must possess good leadership characteristics and communicate effectively in multi entity incidents.
- Good driving skills are essential. Must have ability to quickly and calmly react to life threatening situations.
- Ability to communicate with a variety of people of different cultural backgrounds and educational levels.
- Ability to assess and treat patients to the US DOT and Montana Office of EMS, EMT- Paramedic level.
