POSITION SUMMARY

The York/Adams HealthChoices Management Unit is the administrative entity created by the Counties of York and Adams to oversee the management of the Medicaid HealthChoices Behavioral Health Program. The York/Adams HealthChoices Management Unit has direct responsibility for all management and administrative functions associated with (1) the contract between the Counties and the Commonwealth of Pennsylvania for the provision of Medicaid covered services and (2) the contract between the Counties and the Behavioral Health Managed Care Organization it chooses as a subcontractor to administer the program. The Chief Fiscal Officer manages the Financial Operations of the York and Adams contracts and monitors the financial health of the Managed Care Organization (MCO). This position ensures fiscal regulations are being followed and providers and the MCO are paid timely and accurately.

ESSENTIAL REQUIREMENTS

· Bachelor’s Degree in finance or related field

· 3 year’s experience preferably in a managerial position in finance or accounting field.

· Analytical and problem solving skills.

· Ability to write, work and communicate effectively.

  • Criminal clearance required prior to employment and on-going as requested
  • FBI clearance required prior to employment and on-going as requested
  • Must meet screening requirements of MA Bulletin 99-11-05 issue date 8/15/11 at the time of employment and ongoing

ESSENTIAL DUTIES AND RESPONSIBILITIES

· Guide, interpret, analyze, and communicate financial and operational matters. Use the information generated by the County and the MCO to complete reports and analyze financial data. Aid the County in the decision making process.

· Process invoices for payment and fund transfers.

· Monitor Capitation funds, Reinvestment funds, Incentive funds, and Administrative funds of the County and MCO.

· Complete DPW required reports on financial monitoring, complete and interpret analysis of the program. Ensure solvency of the program and proper distribution of funds.

· Prepare and monitor the budget for the HCMU. Track and post I&E.

· Monitor the solvency of the program.

· Work with MCO and DPW to ensure the required reports are submitted to DPW in a timely and accurate fashion. Review the financial information generated by the County and the MCO. Is the liaison with DPW for financial issues.

· Review all requests by the MCO for disbursements of claims funds. Approve or reject payments as defined contractually with the MCO. Ensure no misuse of claims funds.

· Participate in the Annual HealthChoices Audit. Work with the Auditors to complete the audit. Prepare the County’s notes.

· Complete financial analysis of the program for better monitoring. Complete IBNR analysis, Level of Care analysis and Rate analysis. Provide better monitoring of the program. Help the County determine if capitation payments are adequate. Project reinvestment costs for planning purposes.

· Has approval/denial responsibility for claims requests outside the timely filing standards. Review all requests by Providers beyond the timely filing deadline.

· Monitor the Parental Guarantee of the MCO. Receive quarterly financial statements from the parent company. Monitor risk protection tools for the County.

· Attend regular financial meetings with the MCO. Address County concerns and recommends changes to the fiscal procedures. Ensure the County’s concerns are raised and resolved.

Job Type: Full-time

Pay: $56,822.37 - $86,126.92 per year
