Position Summary:

ARS Aleut Technical Services (AATS) is recruiting for a Cost Estimating Lead to develop and manage a benchmarking study to assess Princeton Plasma Physics Laboratory estimating practices against best practices at other Laboratories and against Department of Energy Cost Estimating standards.

Duties include:

  • Review the draft benchmarking plan prepared by PPPL consisting of lines of inquiry and a schedule and shall review the list of contact organizations. Comment on and make suggestions that improve on these documents. Thereafter, the plan will be finalized for execution.
  • Prepare, for PTR approval, a questionnaire based on the lines of inquiry. The intent of the questionnaire is to make it as convenient as possible for respondents to provide information that will be useful to PPPL, with the expectation that follow-up discussions will be held with most if not all of the respondents.
  • Prepare an outline and skeletal draft of the final report of the Benchmarking study, incorporating a framework for packaging the information in a way that will be useful to PPPL for decision-making and action.
  • Responsible for administering the execution of the plan on behalf of the PTR, e.g., issuing questionnaires, scheduling, communications, arranging and documenting follow-up meetings. Participate in meetings with other PPPL stakeholders as requested by the PTR.
  • Responsible for collecting and analyzing questionnaire responses, and for benchmarking against current PPPL practices as described in the Assessment report.
  • Support the preparation, for PTR approval, of agendas for follow-up discussions with respondents. The subcontractor shall participate in those discussions and ensure that important information is captured and used to strengthen the findings and recommendations.
  • Prepare the final report of the study on behalf of the PTR. The report shall answer the Charge, shall include clear findings and comparisons of best practices with current PPPL practices, and shall include recommendations for improvement of PPPL cost estimating practices. In addition, the subcontractor shall support the preparation of, and shall participate in, a briefing of the report for Laboratory management.
  • Prepare a “public” version of the report to be shared with contact organizations who contributed to the study. This report shall include findings of general interest but shall omit the names of contact organization and other details intended for PPPL management information and action.

Qualifications:

Cost Estimating Team Lead shall demonstrate familiarity with:

  • Up-to-date national lab estimating standards and best practices, such as DOE’s cost estimating guide and other widely accepted standards, for science and engineering projects.

  • Have at least 5 years’ experience in developing and implementing best practice benchmarking (or similar) efforts to gather, organize, analyze, and compare the business processes of high performers and to compare the results and processes of those studied to the baseline case (in this instance PPPL).
