POSITION ANNOUNCEMENT

Director, Assertive Community Treatment (ACT)

Salary Grade 25

Full-Time Salary Range: $89,374 to $112,924

The Research Foundation for Mental Hygiene, Inc. (RFMH) is seeking a qualified candidate to fill the full-time position of Director, Assertive Community Treatment (ACT), at the New York City Field Office (NYCFO) of the New York State Office of Mental Health. The ideal candidate would have the following experience:

  • Working in an organization that serves adults, children and youth and their families who rely on behavioral health services as well as the other services that support their recovery and quality of life.
  • Working in an organization that has a behavioral health continuum and knowledge of community behavioral health services including state and local government roles in the overall system.

FUNCTION AND SCOPE

This position will have oversight of ACT services for the NYC area. RFMH is seeking a candidate that has extensive knowledge and experience with ACT, as well as familiarity with the New York City Behavioral Health System and knowledge of the same as it relates to individuals with behavioral health conditions. Experience with provision of technical assistance and training, project management, and data-driven performance improvement is also desirable. Excellent oral and written communication skills, strong analytical skills, highly organized and ability to work within deadline constraints with proficiency in Microsoft Office Suite.

RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

  • Liaison with OMH Central Office, NYC DOHMH on the ACT model and services, including:
    • Ensuring quality care coordination provision
    • Promote system collaboration between State and LGU and other city departments
    • Improving Service delivery and providing technical assistance and consultation with all affiliated entities within NYC including OMH, DOHMH, DHS, SPOA and AOT
    • Oversight of SPOA, as it relates to ACT and clarification of the eligibility criteria and assignment disputes
    • Participating in ACT Team reviews with NYCFO Licensing Unit, providing technical assistance to promote compliance with fidelity to the ACT model
  • Collaborate with NYC DOHMH staff
    • Participate in NYC DOHMH ACT forums and provide the state-level perspective in collaboration with OMH Central Office
    • Technical assistance and training for NYC ACT Teams
    • Co-lead monthly ACT Team Leader meetings with DOHMH and other stakeholders.
    • Work with Agency leadership and other providers' administrative staff to ensure that ACT programs are fully supported
    • Collaborate with the LGU to ensure that all NYC ACT Programs follow ACT Standards of Care, Best Practices and other ACT Guidance documents
    • Analyze provider competencies by reviewing quality assurance activities, (i.e., EBP fidelity scales) and outcome trends
  • Primary liaison for NYC-based State Operated ACT Teams
  • Interacting with internal and external organizations (e.g., vendors, other NY State government agencies, and various stakeholders)
  • Preparing agendas and materials for monthly ACT Team meetings
  • Applying well-developed written and oral communication skills
  • Translating highly complex concepts in ways that can be understood by a variety of audiences

MINIMUM QUALIFICATIONS

  • Candidate should have a master's degree (Business Administration, Public Administration, Psychology, Social Work, Nursing, or a related degree such as an LMHC) AND two years of professional supervisory or managerial experience in a behavioral health program, preferably with experience in ACT service provision.
  • OR a bachelor's degree (Business Administration, Public Administration, Psychology, Social Work, Nursing, or a related degree such as an LMHC) AND 5 years of related experience.

RFMH employees may be required to be vaccinated for COVID-19 depending on work location and must provide proof of vaccination. Individuals that are not vaccinated for COVID-19 are ineligible for appointment to positions that require vaccination. Fully vaccinated is defined as two (2) or more weeks since receiving either the second dose in a two-dose COVID-19 vaccination series (e.g., Pfizer-BioNTech or Moderna) or the first and only dose of a single-dose vaccine (e.g., Johnson & Johnson [J&J]/Janssen).
