Aleut Operations (AO) is seeking a Director of Operations to join our team supporting the Job Corps Center Contract.

Preference will be given to candidates with prior experience working within the DOL's Employment and Training Administration (ETA) or direct management of a Job Corps Center.

The Director of Operations reports to the Aleut Federal LLC, Vice-President of Infrastructure Services Group, and is primarily responsible for operational oversight of an assigned portfolio of Job Corps Center Operations and all other business operations assigned. He/she/they has oversight of Director(s) of Operations and/or Center Director(s) within their area of responsibility, and will assist in contract research and recommendations in pursuit of business development; proposal-development and other pertinent procedures for contract acquisition. He/she/they develops operational management tools and provides training to appropriate staff; conducts annual contract assessments; schedules and conducts monitoring visits; oversees data integrity procedures and assessments; approves center documents prior to submission to corporate and regional offices; reviews all center personnel actions and recommendations prior to being effective; and will continue to oversee DOL and corporate initiatives and will assist the Aleut Vice-President of Infrastructure Services Group, on the annual corporate management conferences, in compliance with Government and management directives.

Duties and Responsibilities-

Monitor the center’s self-assessments, ensure documentation, and reviews the center recommendations.

Develop with the Centers and corporate staff required center plans, annual budgets, etc. including annual updates.


Coordinates proposal-development efforts including proposal-writing and research, if necessary. This is effort is coordinated with corporate staff assigned to projects.

Ensure compliance with established budgets, purchase limitations, material control procedures, travel restrictions and general contract requirements and limitations. Maintain stability and consistency with Aleut management goals and objectives.

Prepare special analyses and reports such as OMS performance trends, OBS and Student Satisfaction Survey results, and closely work with the Center Directors and corporate staff assigned to conduct data integrity assessments.

Conducts annual corporate assessments, data integrity assessments and corporate management conferences, including necessary management training, as designated by the Vice-President, Infrastructure Group. Provides training to varied center management groups, based on needs.

Provide oversight of Job Corps Center operations, utilizing operational tools, tracking systems, monitoring visits and assessments, through necessary budget control and effective planning.

Provides input in the development of new and revised policies and procedures affecting center operations.

Coordinate with the designated Regional Office for approvals on personnel, changes in organization chart, budget, property/equipment purchase, subcontractors, and MOUs (such as Eminence HS, CVS Pharmacy, etc.) and center plans revised annually.


Work closely with the Vice President of Infrastructure Services Group, pertaining to implementation of concepts and procedures contained in the proposal. Establish the performance standards required to align with Aleut’s expectations and performance standards.

Work with the appropriate corporate staff on Architectural/Engineering projects relative to construction rehabilitation projects and CTST plans.

Partners with the Center Directors and other center management staff on administration matters, property management, center/region/nation-driven initiatives.

Evaluate staff performance, provide staff training, and schedule and implement personnel actions as approve by the Vice President of Infrastructure Services Group and the People Team.

Clearly communicate and consistently model appropriate employability skills including personal responsibility and computer fluency.

Maintain accountability of staff and property; adheres to safety practices.

Performs other duties as assigned.

Education and Experience

Bachelor’s degree in Behavioral Science, Business Administration, Public Administration, or related areas.

Ten (10) years of Job Corps experience and five (5) years as a Center Director and/or corporate position, with significant corporate and center management position.

Knowledge, familiarity, and ability to impart the mechanics of the Policy & Requirements Handbook (PRH), Program Assessment Guide (PAG), corporate policies and procedures, and performance standards that parallel with corporate and regional expectations.

Proficient Computer skills including knowledge of software in the Microsoft Office Suite.

Ability to work with varied entities such as corporate, regional, and national offices, while responsible in disseminating appropriate information to appropriate center and corporate staff.

Ability to interact with individuals from diverse backgrounds.

Excellent verbal, written and interpersonal communication skills.

Ability to travel to project locations as may be necessary to perform assigned tasks.

Preferred position location is Reston, VA. Remote work may be entertained for the right candidate.
