: This position is part of the Office of the General Counsel (OGC), which represents The University of Tennessee, a statewide system of public higher education. This position will report to the University’s General Counsel and will serve in a dual capacity: (1) in the Director of Privacy role, this position is responsible for managing a systemwide organizational privacy program, including but not limited to daily operations of the program, development, implementation, and maintenance of policies and procedures, conducting proactive outreach and education regarding privacy issues, monitoring program compliance, investigation and tracking of incidents, and breaches; and ensuring student/staff/faculty’s rights in compliance with federal and state laws; and (2) in the Assistant/Associate General Counsel role, this position will work collaboratively with other colleagues in the OGC to provide legal counsel and representation to the University’s system and campus administration on topics including privacy and security, data use, FERPA and student privacy, GDPR, HIPAA, clinical trials, and human subjects research. Additionally, this position will provide legal advice on issues relating to public records and matters related to the University’s business transactions and sponsored research.

For purposes of the Director of Privacy role, this position will also have a dotted-line reporting relationship with the University’s Chief Audit and Compliance Officer.

The position is located in Knoxville, Tennessee. However, responsibilities of the position also will involve service and travel to other campuses and institutes in the University system.


Required Qualifications: J.D. from an ABA-accredited law school; Tennessee law license or eligibility for Tennessee license; five (5) years of civil practice experience in a law firm or in a corporate, higher education, or government legal office; record of outstanding achievements as a practicing attorney; excellent academic record; exceptional analytical, problem-solving, diplomatic, and oral and written communication skills; demonstrated ability to manage multiple, demanding tasks; demonstrated ability to prioritize tasks and work independently in a highly collegial and high-performing environment; highly versatile set of legal skills; pragmatic and objective business acumen and ability to recognize the broader consequences of legal advice; ability to perceive and explain to non-lawyers the practical application of law and policy in complex situations; high degree of personal integrity, sound judgment, and a commitment to accountability; initiative and intellectual curiosity.

Preferred Qualifications: More than ten (10) years of experience in the practice of law; five (5) or more years of experience as legal advisor (as either in-house counsel or external counsel) for an institution of higher education directly relating to privacy compliance; privacy-related certification(s) such as CCEP-Certified Compliance & Ethics Professional, CIPP-Certified Information Privacy Professional, CIPM-Certified Information Privacy Manager, and/or CHCP-Certified Healthcare Privacy; experience in drafting, negotiating, and advising clients regarding legal aspects of business transactions and/or sponsored research.

Pay Scale Type: Market Range 18, with salary negotiable, within budgetary parameters, based on qualifications and experience.
