PURPOSE:

The purpose of the Director of Public World position is to oversee and assist in the maintenance of all Village collection and distribution system, parking lots, sidewalks. Maintenance and repair of all municipal buildings, parks, facilities, garbage collection and other public works in the Village of Black Creek.

AUTHORITY:

The Director has the authority to perform such duties as required for the efficient administration of all Village streets, sanitary and storm sewers, distribution system, parking lots, sidewalks, street signage, maintenance and repair of all Village owned buildings, parks, other public facilities, snow removal and garbage collection. This employee is directly responsible to the Insurance and Personnel Committee and Utility Committee.

MINIMUM QUALIFICATIONS:

• Valid Wisconsin driver's license
• Valid Wisconsin CDL Class B with air brake endorsement
• 3 years supervisory work experience or other related experience in the area of public works

JOB FUNCTIONS:

• Perform street maintenance, storm sewer, and sidewalk repair activities
• Plan, organize and direct the operations and activities of the Public Works Department
• Assist in the supervision of Public Works employees
• Perform maintenance and/or replacement of street signs
• Assist in the maintenance/repairs of municipal buildings as needed
• Assist with cleaning and maintaining parks, Village-owned grounds and facilities
• Assist with mowing, trimming and any other assigned duties
• Assist in snow removal operations
• Assist in the operation and maintenance of the water and sewer utility
• Assist in weekly business and residential garbage collection
• Repair and/or service municipal vehicles and equipment as needed
• Operate a variety of equipment (i.e. trucks, tractors etc.) utilized for road and street maintenance
• Budgeting and mandated reporting
• Responsible for overall department safety and inventory
• Any and all other duties as assigned by the Committee or Village Board

REQUIREMENTS (KNOWLEDGE/SKILLS/ABILITIES):

• Knowledge of the operation of vehicles and heavy equipment
• Knowledge of the precautions necessary to work safely in and around vehicular traffic
• Ability to use common sense
• Ability to read and understand work instructions, plans, schedules, maps, warning signs and instruction manuals
• Establish and maintain working relationships, and communicate effectively, with supervisors, coworkers, other Village personnel, buildings/grounds users, and the public
• Must be dependable and able to work in a fast paced environment
• Required to respond to emergency situations

PHYSICAL DEMANDS:

• · Material handling up to and possibly over 50 lbs. and pushing/pulling up to 125 lbs.
• · Stand, walk, or sit for long periods of time
• · Work with arms extended
• · Use hands/fingers to manipulate tools, levers, and steering wheels in a coordinated manner
• · Maintain balance while climbing in and out, or on and off, equipment cabs and vehicles

ENVIRONMENTAL CONDITIONS:

• ·Performing job duties under adverse weather conditions, including extremes of temperature, sun, wind, precipitation, or acts of God
• ·Operating equipment
• ·Extremes of noise or vibration
• ·Hazardous materials, including skin or lung irritants, odors, toxic fumes, chemicals, electrical radiation, or other dangerous materials
