The Employment Program Manager is responsible for all the programmatic and administrative functions of MACV Employment Program and services throughout the Twin Cities Metro. This position will ensure the program provides employment training, linkages to housing and other services for veterans residing in the Metro service area.

Primary Duties and Responsibilities

  • Complies with employment grant requirements and goals, and ensures those are being achieved.
  • Develops and manages program development, performance goals and service delivery of the program.
  • Collaborates with the Department of Employment and Economic Development (DEED) the Department of Veterans Affairs (VA) and other community partners to ensure integrated services to veterans for employment,, training, and vocational training opportunities.
  • Establishes and maintains relationships with local employers, agency workers and administrators.
  • Oversees assessments of potential clients assessing readiness for work, level of ability, physical and mental capabilities for participants.
  • Monitor and verify services provided to clients on a regular basis to determine quality, appropriateness, and effectiveness.
  • Participates actively in the program’s established system(s) for accepting and responding to community-based requests to aid with homeless veterans.
  • Implements strategies for and conducts outreach to hard-to-engage homeless veterans who are identified by local community referral sources, or who are living on the streets in the identified community/service area.
  • Trains, coaches and manages the employment team on program requirements, tools and methods to meet those requirements in accordance with MACV Agency policies and procedures and grant stipulations.
  • Maintains all records and documentation needed for program compliance and accountability in accordance with grant requirements.
  • Provides leadership and oversight to include logistics, staffing, client flow, room scheduling, and exhibit the level of professionalism and customer service under a philosophy of urgency, ownership, learn by doing, and motivation through production.
  • Implements and directs the employment-focused approach for participants, plans out all required support materials for Employment Specialists; drafts and finalizes all employment focused activities, forms, and visual aids.
  • Assists with the establishment of employment focused initial and follow up interview techniques for Employment Specialists.
  • Motivates staff, establishes and maintains a high energy, highly accountable, team approach to getting work completed timely and in an atmosphere that is stimulating and allows for continued growth and development.
  • Manages the design and implementation of staff training to improve program performance and operational efficiencies.
  • Directly supervises site supervisor and oversees recruitment, training and orientation of all site employees.
  • Reviews and analyzes special reports, summarizing information, identifying trends
  • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in community work groups.
  • Analyzes program data and metrics for strengths and areas for improvement in performance and efficiency. Prepares regular reporting mechanisms for the different components of the services.

Key Skills and Other Characteristics

  • 3+ years experience in vocational / job program settings helping individuals obtain employment.
  • Must possess a high tolerance and understanding for individuals who present for services with urgent multiple needs, issues and problematic behavioral characteristics.
  • Must be able to maintain an empathic attitude for the dilemma of veterans and families in severe need, have a tolerance for frustration and delayed gratification, and be able to navigate creatively and successfully around a variety of barriers that keep veterans and their families from housing stability.
  • Must have excellent persuasive and technical writing skills.
  • Knowledge of effective and efficient methods for organizing and maintaining records necessary.
  • Ability to work independently and with limited supervision.
  • Must have demonstrated ability to think strategically, with a thorough understanding of strategic development.
  • High degree of professionalism and confidentiality required; able to deal with extremely confidential information.
  • Must be adaptable and reliable in face of conflict, crisis, or changing priorities.

Job Type: Full-time

Pay: $50,000.00 - $55,000.00 per year
