The City of Richmond Office of Community Wealth Building is seeking highly qualified candidates to a Management Analyst, Associate – Engagement Specialist position. The selected incumbent will be responsible for providing case management, resource development, referral management and workforce development services. Customers may be multicultural and the ability to provide bilingual services is a plus, but not required. Additional responsibilities include coordinating, planning, and implementing the assigned program components within a specialized program area. Tasks will be independently performed in support of program operations that will require the ability to learn and apply substantive knowledge of policies, practices, and procedures to meet performance requirements. The selected candidate will serve as a principal program resource under general supervision, with occasional instruction or assistance, as new or unusual situations arise.

Duties include but are not limited to

  • Conducting orientation, training presentations, eligibility screening, case management and evaluations for participants through objective assessments that measure competencies, needs, aptitudes and interests of program participants;
  • Applying wealth enhancement strategies to include identification of employment barriers, training opportunities, career planning, referrals and supportive services, and periodic evaluation of planned goals and documenting participants' accomplishments;
  • Interpreting, developing, evaluating, implementing, coordinating and monitoring general and specific program services, polices, and procedures to ensure compliance;
  • Updating and/or assisting in development of program manuals, reports and case records;
  • Collecting and assembling a variety of information from within and outside the agency and analyzing the information to reach logical and legal conclusions;
  • Composing a variety of correspondence to include letters, memos, and e-mails;
  • Negotiating with and/or advising internal and external contacts regarding the program;
  • Performing other related duties as assigned.

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge, or some combination of knowledge, of general and special human services, electronic databases and related software applications, partnership development, workforce development, employment and training, and/or youth development; intermediate to advanced level computer skills, and a thorough knowledge of computer programs such as Microsoft Office Suite and Adobe Acrobat.

Demonstrated or some combination of skill in analyzing and aggregating data, developing and analyzing and interpreting manuals and operating procedures, assisting with special projects and programs and developing associated recommendations and reports, communicating with various internal and external departments effectively, communicating results of analyses and recommendations professionally and effectively with senior management and peers, conducting basic analyses, and providing high level customer with effective written and verbal communication skills.

Demonstrated ability or some combination to multi-task, organize, plan, and prioritize work and manage multiple projects and tasks effectively.


MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business/public administration or field related to assignment;
  • Two years of paraprofessional experience in area related to assignment, such as assisting with program or project administration and management analysis;
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.


LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:

  • Some assignments may require a valid Driver's License with a satisfactory driving record, and a valid Commonwealth of Virginia Driver's License within 30 days of hire.


PREFERRED TRAINING AND EXPERIENCE:

  • Bachelor's degree in Business, Human Services, Finance or related discipline or equivalent work experience;

  • Three (3) years of professional experience in area related to assignment, such as assisting with program administration, case management and resource gathering;
  • A minimum of five (5) years of experience working in human services and/or with low-income populations preferred;
  • Bilingual abilities are preferred, but not required.
