Description: Provide Subject Matter Expertise in Information Advantage, Operations in the Information Environment and Information Warfare to assist in Strategy and Policy development. The Contractor shall review Army IA policy and doctrine for compliance with OSD and Joint Staff policy and guidance. The Contractor shall prepare written work products (either in an EXSUM format or briefing slide format) to report its findings. The Contractor shall prepare updates to ADP 3-13 and AR 525-20 (Information Operations).


Tasks:

  • Review Army IA policy and doctrine for compliance with OSD and Joint Staff policy and guidance.
  • Participate, at the action officer level, in OSD and Joint Staff discussions regarding policy and guidance on operations in the information environment on behalf of DAMO-SOI integration of information advantage activities.
  • Conduct studies and analyses of Army, Joint and DOD IO policy, plans, training and education.
  • Provide research, analysis and written recommendations on emerging concepts (possible emerging concepts may include, but are not limited to Capability Based Assessments, Regionally Aligned Forces, Army IA Strategy and DoD IO Strategy).
  • Make changes to documents based on adjudicated comments and prepare documents in publication-ready format. The Contractor shall support the development of briefings, information/decision papers, policy documents, staffing packages, Execution Orders (EXORDS), letters, memorandums and official multimedia correspondence. Upon request, the Contractor shall prepare meeting minutes/EXSUMs to inform leadership and assist in their decision making.
  • Serve as Army coordinator for the staffing and review of DOD and Joint OIE/IW related publications
  • Participate, contribute, and coordinate information papers, studies, research, conferences and professional development concerning the OIE/IW/IA force and knowledge base.
  • Attend meetings or other necessary forums related to direct support of DAMO-SOI integration or information advantage activities.
  • Assist as a coordinator for the staffing and review of Service IA publications.

Education/Experience:

Must have:

1. Must have a current Department of Defense Top Secret Clearance with SCI eligibility

2. 15 Years’ Experience

3. Master’s degree
