KBR is seeking a Flight Plan Senior Program Analyst to join our Team. This role will support the F/A-18E/F & EA-18G Flight Plan Team as the Analyst supporting their Science and Technology (S&T) Lead, Program Objective Memorandum (POM) Engineers, and overall Team with mostly Pre-Milestone A technical activities with some focus on sustainment and obsolescence challenges.

Role and Responsibilities:

• Coordinates with Industry on Independent Research and Development (IRAD) collaboration, Fleet Wide Experimentation collaboration, and Science and Technology Portfolio management and coordination.

• Coordinates with different DoD entities and Industry Partners on future demonstrations, IRAD projects, S&T projects and experimentations that solve gaps in mission capabilities: including investigation of low Technology Readiness Level (TRL) concepts and proving out higher TRL concepts; developing solutions solving complex problems; collaborating with industry vendors and other DoD Agencies such as Defense Advanced Research Projects briefing Leadership and N98 on these projects tied to PMA-265.

• Coordinates with the Flight Plan Team’s POM Engineers on flight clearances and installation concepts/designs for demonstrations; support the POM Engineers in authoring and coordinating issue sheets supporting the yearly Planning, Programming, Budgeting, and Execution (PPBE) POM cycle.

• Provides support to the S&T Lead: participating in S&T reviews; understanding critical gaps and identifying critical gap solutions; identify funding sources within the S&T community; authoring of S&T issue sheets supporting the POM. Additionally, the candidate will support the S&T Lead with S&T projects that transition from concept to integration onto the platform, coordinating closely with PMA-265 IPTs in that transition phase.

BASIC QUALIFICATIONS:

• Bachelor’s degree plus 10-15 years of relevant experience or the equivalent combination of education and experience.

• Must be knowledgeable in DoD Acquisition, having Pre-Milestone A activity experience is preferred, PPBE process, Leadership Briefing Skills, Small Business Innovative Research program, Trade Studies, Initial Tech Reviews, POM issue sheet creation, Requirements Analysis.

• An active secret level security clearance is required.

CONTRACT REQUIREMENTS:

• A MS or MA Degree in a Technical or Business-related field is required OR Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a master’s degree. Associate’s degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree. Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a master’s degree.

• 12 years of combined experience performing duties described in the Roles and Responsibilities.

• 5 years of experience supporting NAVAIR is desired.

Contract requirements regarding education and experience will prevail.

PREFERRED SKILLS

• Candidates who have DoD Acquisition Pre-Milestone A activity experience is preferred, as well as familiarity with ONR, DARPA, and other research and development agencies within the DoD.

• Candidate must be proficient in the use of the Microsoft Office suite especially Word, Excel, and PowerPoint. Candidate must be able to function efficiently in a dynamic, fast-paced environment and must be a self-starter.

• DoD PPBE knowledge, specific to POM process is also desired.
