The Facility Security Officer (FSO) will update, manage, administer and coordinate the DOD or other industrial security program and other security activities to ensure compliance with government and company security policies and procedures. The FSO will process and review personnel security clearances and maintain all security documentation, files, and clearance and suitability rosters in accordance with government requirements. The FSO will have an understanding and experience of the National Industrial Security Program (NISPOM) and general security requirements for DOD and other Federal agencies.

Principle Duties and Responsibilities
- Develop, update, enforce and audit compliance with government and company security policies and procedures across all FMD sites;
- Review all security paperwork for accuracy, completion and submission via the e-QIP system;
- Provide guidance and instruction to employees to ensure completion of security paperwork;
- Conduct new employee briefings, exit interviews and debriefings;
- Implement physical and information security requirements to ensure compliance with NISPOM;
- Maintain all security documentation and files in accordance with NISPOM requirements;
- Screen all visitors;
- Investigate security violations and incident reports, and draft a final report specifying preventive/correction action(s) taken, if any;
- Coordinate periodic reinvestigations;
- Develop and administer security training, security awareness classes and self-inspections;
- Establish and maintain a working relationship with Defense Security Service (DSS);
- Participate in DSS vulnerability assessments;
- Perform access control responsibilities including managing badges, access cards and visit requests, as required;
- Other duties as assigned.
- Must have a SECRET level security clearance
- Bachelor's degree preferred
- 3+ yrs prior experience as FSO or AFSO
- FSO Certification
- Must be a US Citizen
- Must be able to travel up to 10%
- Must be familiar with present day security issues
- Knowledge of the National Industrial Security Program (NISP) and prior experience with DSS preferred, including experience in JPAS and the e-QIP database system
- Knowledge of the following areas is preferred: ODAA requirements for DoD IS systems; ITAR, EAR, FTR; FAR 52.219-9
- Experience in the following areas is preferred: Rapid Gate; administering or managing an export compliance program; Small Business Liaison Officer (SBLO); administering a security and compliance program to protect U-NNPI
- Proficient computer skills with Microsoft Office suite
- Strong organizational and administrative skills
- Excellent judgment and decision-making skills
- Self-motivated individual with the ability to work independently and in a team environment and, at times, under pressure
- Strong and oral written communication skills
- This position requires access or potential access to Unclassified Naval Nuclear Propulsion Information, which is Not Releasable to Foreign Nationals (NOFORN) data. Therefore, to meet NOFORN requirement, you will have to provide proof of US Citizenship and attest that you do not have dual citizenship. Acceptable proof of US Citizenship is a US Passport, US Birth Certificate or Naturalization Certificate.
