Will manage the Public Health Emergency Preparedness Division. Establishes and implements procedures and plans for preparedness planning, response, and recovery operations and coordinates training and volunteer programs.

Examples of Work Performed:

Manages the personnel, equipment, facilities, and finances assigned to the division.

Manages the public health emergency preparedness planning activities, grants, and deliverables.

Develops and implements monitoring systems to ensure the division complies with applicable state and federal laws and grant requirements as well as the directives of the Commissioners' Court.

Implements procedures for preparedness planning, mitigation, response and recovery and coordinates training and volunteer programs.

Prepares grant proposals to enhance public health emergency preparedness.

Coordinates response to bio-terrorism events or large disease outbreaks and other public health emergencies, in collaboration with emergency management and various responding agencies.

Collaborates with representatives of community-based groups, governmental entities, and funding source organizations to implement public health preparedness education programs.

Evaluates effectiveness of public health preparedness education programs.

Researches best practices for public health preparedness.

Performs additional duties as assigned.

Education and Experience:

Masters Degree in Public Health or related field required.

Three (3) years of clinical management experience.

Certificates, Licenses and Registration:

Must have a current valid Texas motor vehicle operator's license.

Must be able to be insured by the County's insurance carrier.

Knowledge, Skills and Abilities:

Bilingual (Spanish and English) with the ability to convers fluently in both languages preferred.

Ability to develop, analyze and interpret policies and procedures.

Ability to exercise sound judgment in making administrative decisions involving staff and service activities.

Ability to work with multiple public and private agencies and advisory groups.

Knowledge and thorough understanding of federal and state grant programs and of various budgeting techniques.

Ability to develop grants and contracts.

Ability to review and manage complex budgets involving multiple revenue sources.

Ability to establish and maintain effective working relationships with other county employees and officials, outside funding agencies, and the general public.

Knowledge of laws, regulations, actions and events which could affect county health services.

Ability to read, analyzes, and interprets common scientific and technical journals, financial reports, and legal documents.

Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

Ability to write speeches and articles for publication that conform to prescribed style and format.

Ability to effectively present information to management or public groups.

Job Type: Full-time

Pay: $75,060.00 per year
