General Description
The Utility Plant Manager will be responsible for monitoring and controlling building mechanical and lighting controls for the courthouse. Additionally this position will be responsible for interfacing other buildings. This position is responsible for effective daily operation and maintenance of the utility plant.
Examples of Work Performed
Oversees the daily operation of cooling plant chilled water production, distribution, and delivery systems and the operation of water distribution systems
Provides skilled oversight and development for all assigned employees
Supervises the monitoring, acknowledgement, and proper reporting of air conditioning in critical space, water treatment equipment, lab equipment, and life safety alarms such as fire, smoke, elevator, CO2 levels for all Hidalgo County facilities
Supervises the operation of primary/auxiliary facility chilled water production, distribution, and delivery systems
Supervises the continuous monitoring of HVAC equipment that serves Hidalgo County facilities and of indoor ambient conditions in facilities
Coordinates with management to develop/implement Cooling Plant Operations Standard Operating Procedures
Trains and develops new and current operators in cooling plant operations and administrative procedures
Meets with management to address cooling plant and automation issues
Monitors the tracking and reporting of daily cooling water production/consumption as per operator hourly logs
Supervises the identification and reporting of facility/utility issues to departments as per operator input
Initiates facility/utility work order requests for cooling plant
Works with management in the development of technical and administrative forms
Maintains administrative documentation including emergency contact and after-hours notification lists
Generates monthly work schedules and other reports as needed
Works with management on energy management system graphic modifications
Available to work with short-notice or to assist during emergency situations
May perform other duties as assigned
Education and Experience
Associate’s degree from an accredited college or university or trade school degree/certification in an area related to the duties performed, such as air conditioning or electricity.
Three (3) years of experience in a technical trade such as operating, scheduling, and documenting the operation of heating, ventilation, and air conditioning (HVAC), testing and balancing, or electrical/electronic equipment or the monitoring and control of indoor facility ambient conditions.
One (1) year of supervisory experience.
Two (2) years of related experience may be substituted for one (1) year of education.
Certificates, Licenses and Registration
Must have a current valid Texas motor vehicle operator’s license
Must be able to be insured by the County’s insurance carrier
Knowledge, Skills and Abilities
Knowledge of computer applications such as Outlook (email, Excel, and Word). Use of standard office equipment
Knowledge of chilled water and condenser water systems or of heating, ventilation, and air conditioning systems. Basic heating, ventilation, and air conditioning troubleshooting skills
Knowledge of electrical and pneumatic systems
Bilingual (Spanish and English) with the ability to converse fluently in both languages preferred
