Job Summary

Noetic is seeking a candidate who is familiar with nuclear detonation effects on systems, associated radiation phenomenon and the systems test facilities currently used to simulate them in the absence of underground nuclear testing.

Duties and Responsibilities:

• Serves as staff specialist/action officer in an organization engaged in nuclear weapon testing, research, and engineering oversight
• Attends periodic test and evaluation, nuclear effects and support facility meetings to include meetings with nuclear effects test facilities in support of upgrade, instrumentation set up, and operations planning as directed
• Assists in the assessment of complex test and evaluation support plans including Test and Evaluation Master Plans (TEMP), specifications, design documents, and/or drawings
• Conducts research and analysis of nuclear weapons effects
• Monitors test facility capability and capacity
• Performs analysis to determine adequacy of nuclear test infrastructure, facilities, funding and workforce
• Performs research on both current and emerging system test requirements to determine the ability of the DoD / DOE test infrastructure to ascertain vulnerabilities to nuclear effects and inform system design to ensure the adequacy of engineering margins without costly excess design reserves
• Prepares data, to include presentations and administrative packages on nuclear matters to support planning, programming, and budgeting actions, produces reports and briefing in response to Congressional inquiries and other Department of Defense and Test Resource Management Center (TRMC) program documents
• Some travel required

Minimum Qualifications:

• Client site contractor experience (OSD/Service HQ staff)
• Acquisition DAWIA Level III T&E Certification
• Familiarity with POM/PPBE

Education and Experience Requirements:

• Masters of Science Degree in Engineering Physics, Nuclear Engineering, Astronomy and Astrophysics, Physics, Chemical Engineering, or Mechanical/Material Engineering, with demonstrated understanding of nuclear effects.
• Army AOC 52B Nuclear and Counter Proliferation Officer
• Navy Nuclear Power trained officer
• Nuclear delivery system program office experience
• Assignments in testing at National Nuclear Security Administration (including Los Alamos National Laboratory, Lawrence Livermore National Laboratory, Sandia National Labs), Defense Threat Reduction Agency (L3 West Coast Facility), Navy Research Lab or Navy Surface Warfare Development Center Crane, Indiana, Army White Sands Missile Range Survivability and Vulnerability Directorate, Air Force Little Mountain Test Facility.
