Officer Accessions Administration Specialist
(Location: Recruit Training Command, Great Lakes, IL)

Accessions Administration Specialist to provide Pay and Personnel Administrative Support
Services (PASS) to Navy Recruits. The positions are located at the Recruit Training Command
(RTC) and Naval Station (NAVSTA) in Great Lakes, IL.

  • This job posting is in response to a request for proposals from the DoD. By ing in advance
of the award of the contract, SRI will be able to consider and pre-qualify applicants, should SRI
be awarded the contract. This potential work is scheduled to begin in March 2023.*

Overview: Recruit Training Command (RTC) Great Lakes transforms civilians into smartly
disciplined, physically fit, basically trained Sailors who are ready for follow-on training and
service to the fleet while instilling in them the highest standards of Honor, Courage, and
Commitment. Contractor personnel provide Pay and Personnel Administrative Support Services
(PASS) to recruits by providing Customer Service, IT Systems Support and Recruit Pay and
Personnel Processing.

The RTC Officer Accessions Administration Specialist provides mission-essential functions
described below:

Tasks and Responsibilities:
  • Provides Recruit Personnel Processing, Recruit Pay Processing, and Non-Recruit Accession Processing. May be assigned to major RTC PASS work centers, including In-Processing, Out-Processing, and Separations.
  • Serves as a professional customer service specialist; responds to all inquiries, requests for assistance, and correspondence received from individuals and/or activities via walk-in, telephone, e-mail, electronic messages, correspondence or facsimile; initiates service to all Recruits within five minutes of arrival.
  • Accomplish all personnel actions necessary to verify and correct the ESR and OMPF, to include Enlisted Master Filer (EMF) or Officer Master File (OMF).
  • Liaisons with Command Pay and Personnel Administrators (CPPA) to obtain required supporting documentation to process the appropriate strength gain and ensure the record is brought to full strength in the EMF or OMF and Master Military Pay Account (MMPA).
  • Monitors and correct all failed Non-Recruit accession gain records using system reports on a daily basis; research the cause for rejected records and make corrections within one working day of discovery, through liaison with government representatives or through submission of NSIPS transactions. Verifies the ESR and OMPF for every Sailor upon completion of non-recruit accession gain prior to transferring of the PASS support to the local servicing Personnel Support Detachment (PSD); correct or update the ESR and OMPF via applicable systems and continue to liaison with the local servicing PSD post the accession gain.
  • Ensures service record entries are entered and validated in NSIPS for each Sailor and ensure ESR documents are printed, signed and submitted to the OMPF.
  • Participates in and support the implementation of new ‘IT’ systems and /or enhancements as required.

Required Skills, Education, Experience and Abilities:
  • Must possess a High School Diploma; an Associate’s degree or higher is preferred.
  • U.S. Citizenship is required.
  • Requires minimum of one (1) year experience in a military Customer Service environment, with HR background in any of the following disciplines: Military Pay, Military Personnel, Travel Claims or Navy Transportation. Substitutions for HR background can be from similar experience gained in either the private sector or other Federal Agency.
  • Must complete Naval Education and Training Command (NETC) eLearning PAYPERS courses/modules within first 90 days of employment.
  • Proficient in the use of the Microsoft Office Suite of Tools: PowerPoint, Word, Outlook with an emphasis on Excel.
  • Demonstrates the ability to manage multiple priorities, illustrates attention to detail, and shows evidence of being conscientious regarding company and government policy.

Security Requirements:

Selected candidate must be able to pass a Tier 3 Security Investigation – National Agency Check
(NAC) with Law and Credit (NACLC)
