The Release of Information (ROI) Specialist, under the leadership of the ROI Manager, is responsible for interpreting all requests for copies of medical records, ensuring proper authorization, and compliance with state and federal legal and regulatory requirements relevant to the privacy and security of protected health information. The ROI Specialist is responsible for compliance with the Minimum Necessary Rule in the HIPAA Regulations. The ROI Specialist will log all requests into the ROI management application(s) and record the released information to support the Accounting of Disclosures requirement in the HIPAA regulations. This position requires direct customer service with walk-in customers and phone interaction on a daily basis with patients and/or their legal designee(s), attorneys, government officials, physicians, and others as required, while providing excellent customer service. This position must perform duties and conduct interpersonal relationships in a manner designed to project a positive image of the department and the organization. Must work with team leader, supervisor, manager, and other members of the department and network to promote a harmonious work environment.

QUALIFICATIONS:

A. Education:


  • High School diploma or GED required;
  • Associates degree in HIM, Management, or Computer Science preferred;
  • Other degrees or related coursework considered based on relevant work experience.


B. Experience:
  • Minimum of one-year administrative experience in acute care and ambulatory setting;
  • Previous experience with electronic clinical system processes preferred. Cerner and Soarian applications preferred;
  • Strong knowledge of Health Information Management functions;
  • Working knowledge of computer systems and programs (including in MS Word, Excel and Adobe products);
  • Excellent written, verbal and interpersonal communication skills with all levels of staff;
  • Knowledge of privacy policy and procedure;
  • Excellent customer service, analytical, and problem-solving skills;
  • Ability to:
  • Organize and prioritize work
  • Work effectively with rapidly changing priorities
  • Articulate problems and offer solutions to resolve them
  • Make decisions in the absence of a supervisor or manager
  • Analyze data, problem solve, implement solutions to problems correctly, and write procedures for a variety of computer-based tasks
  • Work independently or in a team setting
