Position Title: Risk and Training Manager
Dept./Division: Operations
Reports to: Director of Operations
FLSA Status: Exempt

Job Summary:

Develop and maintain safety and security programs for all employees and the facility. Obtain appropriate levels of insurance coverage, process and adjust all claims and assist legal counsel with litigation brought against TANK.

Education / Experience:

  • Minimum of a Bachelor’s degree or any equivalent combination of education and experience.
  • Minimum four (4) years of experience in risk management, adjusting or insurance.
  • Experience in a public transportation setting is preferred.
  • Team player with the ability to help in other departments.
  • Strong organizational skills.
  • Strong written and verbal communication skills.
  • Ability to communicate effectively and work with others.
  • Professional, courteous, and strong customer service relation skills.
  • Working knowledge of Microsoft Office programs.
  • Ability to develop work standards, SOP (Standard Operating Procedures), troubleshooting checklist; and develop effective countermeasures to prevent future failures.
  • Ability to multitask when necessary.
  • Perform other duties as assigned.

Essential Duties & Responsibilities:

  • Promotes a culture of safety by evaluating and recommending improvements/changes to practices/procedures/policies that affect security and safety of employees and customers.
  • Manage TANK’s Public Transportation Agency Safety Plan (PTASP) and maintain compliance with Federal, State and Local regulations for safety and security.
  • Reviews accident/incident reports submitted by employees to determine preventability.
  • Analyzes accident data to assess root cause and identify accident trends.
  • Supervises and conducts TANK’s accident investigations. Oversees any independent contractors used in the investigation process.
  • Works closely with attorneys in overseeing casualty and liability cases that are in litigation.
  • Leads investigations on accidents, responding to and collecting information regarding all accidents.
  • Administers the claims handling process including liability assessment, record-keeping functions and claims resolution.
  • Oversees the placement of insurance through TANK’s insurance broker.
  • Monitors the performance of TANK’s insurance broker and seeks competitive bids when necessary.
  • Works closely with the Director of Operations to develop measures to reduce preventable accidents.
  • Develops and maintains all policies and procedures for OSHA compliance.
  • Responsible for overseeing and updating TANK documentation, classroom curriculum, and behind the wheel training in accordance with Federal, State and Local regulations.
  • Manages the overall training program coordinating with departments, ensuring record keeping and other administrative responsibilities are met.
  • Manages TANK’s Safety Incentive program and monitors program for continued effectiveness.
  • Advises TANK’s management team on security-related issues.
  • Develops statistical reports regarding risk to identify trends and history.
  • Produce reports and statistics as required.
  • Manage TANK’s Evacuation and Shelter in Place policy.
  • Serves as a member of TANK’s Safety Committee.
  • Coordinates the accident appeal process.

Physical Demands:

  • Sitting in a normal seated position for extended periods of time.
  • Reaching by extending hands or arms in any direction.
  • Finger dexterity required to manipulate objects with fingers such as using a keyboard.
  • Correctable ability to see and hear within a normal range.
  • Ability to move about the office to obtain files and other objects.
  • Lift and carry objects up to 50 pounds.

Physical Demands:

  • Reaching by extending hands or arms in any direction.
