Primary Duties

1.Analyzes requests and recommends application enhancements or business process changes to solve business issues and/or improve processes. Also performs business analyses to support recommended improvements. Ensure the successful implementation of approved process and application changes related to the Mid-Tex compliance management system and related applications.

2.Oversees processes related to the Mid-Tex compliance system and provides guidance to management in use of these applications. Assist with federal and state reporting of code compliance data. Provides corporate support for the caution tag and operator qualification programs. Provide data extracts as required.

3.Works with business units to analyze current operational procedures, identifies problems and learns specific input and output requirements. Also consults with various departments regarding business strategies, the capabilities of the existing system, and uses of those capabilities to satisfy those business requirements.

4.Plans and prepares technical reports related to the Mid-Tex compliance management system. Creates reference material by documenting new and modified software system applications and processes. Creates support documentation such as formal process mapping, business requirements, management plan, and requirements traceability matrices as needed.

5.Oversees various administrative and support programs. Provides technical-level user support, business-level user support, and appropriate training for current, new or modified business applications to internal and external customers.

6.Coordinates daily tasks such as monitoring, exception reporting, and resolution of problems in the production environment, communicates with internal and external clients as needed.

7.Develops detailed business requirements specification for system and application upgrades. Also prepares functional specifications. Defines and documents application control procedures, testing operations, conversion plans, and report formats.

8.Identifies, configures, and tests application systems to handle new application requirements or to support changes. In addition, debugs problems and performs project management tasks, from project definition through project implementation.

MINIMUM REQUIREMENTS

Educational/Experience Level:
Bachelor's degree in Business Administration, Computer Science, Mathematics, Engineering, Accounting, or a closely related field and two years IT related experience within the natural gas industry; or equivalent.
**VB6,Visual Studio Basic, SQL Server, VB.net
Experience building websites, databases, and dealing with large amounts of data.

Communication Skills:
Requires the ability to communicate, persuade and/or influence internal and/or external customers at a high level such as senior management on matters of a technical and/or complex nature.

Numeric Skills:
Requires the ability to perform analyses involving ratios, percentages and simple statistical methods.

Computer Skills:
Requires working knowledge of various software applications to create documents, reports and/or graphics.

Work Conditions:
Works in an office environment.
Requires occasionally performing activities including, but not limited to, bending, stooping, grasping, reaching, twisting, turning and/or lifting.
