Position Summary: The Substance Abuse Counselor will work with adults and youth to provide individual recovery planning, and to develop and maintain case records, reports and files. The Substance Abuse Counselor will perform client intake, assessments and screening; provide client and family support system and referrals; one-on-one counseling; ensure that all case files and notes are current in each client file; facilitate groups and drug education programs; and monitor client attendance at meetings and classes. The Substance Abuse Counselor will evaluate and review program services on a quarterly basis with the Social Services Director.

Duties and Responsibilities:

1. Develop various substance abuse programs, support group criteria and curriculum. Must obtain prior approval of all materials used from the Social Service Director.

2. Identify needs of clients and families and make appropriate tribal and mainstream referrals.

3. Counsel with youth and adults, utilizing appropriate counseling techniques such as, substance abuse one-on-one, support group models, and home visits as required.

4. Facilitate weekly meetings with clients.

5. Establish and maintain a variety of records and files and prepare a variety of reports and correspondence related to the Substance Abuse Program.

6. Establish and maintain good working relationships with Native American and mainstream agencies (i.e., Tuolumne County Probation Department, Tuolumne County District Attorneys Office, Tuolumne County Sheriffs Department, MACT Health Board and the Tuolumne County Judiciary).

7. Maintain excellent case records and update on a weekly basis.

8. Create and maintain drug and alcohol information and referral manual including drug and alcohol programs throughout California and surrounding states.

9. Perform other related duties, as required.

Qualifications:

1. B.A. in Social Work preferred or related field, Substance Abuse or A.A./A.S. with three (3) years of related experience. Including time working in a Native American population in a behavioral role.

2. Must have California State Certification in Substance Abuse.

3. Must be very organized and a team player.

4. Experience in leadership and motivational techniques. Must be a self-starter and able to work independently with minimal supervision.

5. Knowledge of and experience in substance abuse counseling and techniques with a varied client base. Sensitive to and knowledgeable of Traditional Native American spiritual healing practices and beliefs.

6. Possess reliable transportation, and a California Drivers License and comply with Tribal driving policy and insurance requirements.

7. Able to work flexible hours, including weekends and evening, as necessary.

8. Possess positive attitude and sense of humor within a chaotic environment.

Skills in:

1. Planning, organizing and implementing substance abuse programs to meet adult and youth needs.

2. Establishing and maintaining accurate records and files.

3. Estimating needed supplies, materials and other resources needed for substance abuse programs.

4. Learning departmental policies, procedures and requirements associated with the substance abuse program.

5. Operating standard office equipment including computer skills

6. Establishing and maintaining effective work relationships with other Tribal staff and those contacted in the performance or required duties.
