Description/Job Summary
Lindahl Reed is hiring a Technical Editor/Writer to support the Administration for Children and Families (ACF) Office of Human Services Emergency Preparedness and Response (OHSEPR) with their state, tribal, local, and territorial (STLT) human services program.
The purpose of this project is to develop a Disaster Human Services Capabilities Guide that will provide STLT human services program staff with a list of planning capabilities and associated actionable steps they may want to consider or choose to take when a major disaster occurs, especially incidents with multi-state impacts. This capabilities guide will draw on lessons learned by jurisdictions across a range of human services areas during recent major emergency events and will be informed by the national emergency management frameworks and capabilities documents, to provide program managers with a tool to quickly identify and prioritize key tasks and to develop an action plan when an emergency occurs.
The Disaster Human Services Capabilities Guide will have an explicit focus on the dimensions of OHSEPR’s definition of disaster human services. Disaster human services encompasses coordinated efforts to (1) prevent additional destabilization of socially vulnerable individuals and families who relied on human services programs, systems, and networks pre-disaster; (2) support individuals and families that become socially vulnerable as a result of the disaster and need assistance navigating human services programs; (3) support the continuity and restoration of human services providers and delivery systems in disaster-impacted communities; and (4) enhance the capability of human services providers in host communities to support displaced disaster survivors during their transition to recovery.
