Position Summary: Responsible for overseeing and developing the clinical department and clinical services including hiring, supervision, evaluation, and scheduling. Coordinates services as outlined in daily standard operation procedures.
Job Requirements:
1) Skills and qualifications: A licensed mental health professional (RN, ARNP, PA, LCSW, LCPC,LCSW-C), or has a master's degree in one of the following fields: mental health, health services.
2) Work Experience: Minimum of 18 months of clinical supervision experience as well as administrative experience in an outpatient setting and knowledge of COMAR regulations. Must be able to work 40-45 hours/week.
3) Full background check: Potential staff members must pass a full state and federal criminal background check.
Duties and Responsibilities:
· Ensure appropriate utilization and administration and/or delivery of Behavioral Health services.
· Maintain written policies that include the program's mission and goals as defined in COMAR 10.21.20, 10.09.43, 10.21.29, 10.21.21, 10.21.19
· Establish a system to ensure ongoing supervision of staff and determine the need for staff supervision on the basis of credentials, competencies, experience, education, and training; performance standards and outcome measures identified by the quality management process; size of caseload and severity of illness of individuals enrolled in the program.
· Ensure that at least one staff member with certification in CPR and standard first aid is on-site during the hours the program is open.
· Develop and review a written RM plan, which may be a component of the QM plan.
· Develop and implement a process by which the program reviews and evaluates education, credentials and relevant work experience.
· Ensure that the program provides substance abuse treatment as a component of its mental health program for individuals with secondary co-occurring disorders.
· Responsible for administrative oversight of the OMHC, including fulfilling the administrative requirements under COMAR 10.21.17 and 10.21.20, Psychiatric Rehabilitation Program (PRP) per COMAR 10.21.29, 10.21.21, Case Management per COMAR 10.09.43, and in Mobile Treatment (MTS) per COMAR 10.21.19.
· Ensuring the continuity of service of clinical staff at the OMHC site and in MTS are available to fulfill their responsibilities to the individuals served.
· Ensuring a system of clinical supervision of the multidisciplinary treatment staff and having knowledge of all regulatory requirements related to the operation of the program.
· Provide clinical training and oversight of clinical staff in all divisions, including MTS, DJS, OMHC, PRP and ESMH.
· Maintain a small client caseload.
· Conduct or review comprehensive intakes.
· Oversight of accreditation at local, state, and national levels.
· Maintain staff schedule to ensure billable goals are being met.
· Assign clients to therapist as needed and appropriate.

· Ability to plan, coordinate and direct varied and complex operations.
· Ability to travel throughout the community and organizational divisions to provide psychiatric coverage, attend meetings and participate in community educational programs.
Working Conditions:
· Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
· Regular exposure to patients with a variety of physical and psychiatric problems.
· May include some exposure to infection, injury, and biomedical and biochemical waste.
Physical Demands: Requires sitting, standing, bending, average range of hearing and vision.
Mental Demands: Ability to give, receive and analyze information, formulate work plan, prepare written materials and articulate goals and action plans. Must understand people from all works of life and be able to communicate effectively with them.
Reports To: Medical Director and Executive Program Director
