This Opportunity

Louis Berger Services, Inc. (LBS) is currently looking for a full-time Water/Wastewater Operations Manager or Operator Responsible in Charge (ORC) to perform day-to-day operations of a multi-million-dollar project delivering facilities operations and maintenance services to the Virginia Department of Transportation (VDOT).

*This position is contingent upon award of contract.*

Your Impact

  • The ORC services as the Primary Water and Wastewater Contact (PWWC), who is responsible for ensuring that all day-to-day requirements are met at each Safety Rest Area (SRA) waterworks and/or wastewater works system(s).
  • The PWWC shall ensure ORC(s) or their designated Site Operators (SO) maintain a consistent daily presence on-site at the SRA water and wastewater facilities to fulfill permit and regulatory requirements. VDOT shall contact the PWWC with any questions/concerns. The PWWC is VDOT’s contact for the water & wastewater operation & maintenance contract.
  • The ORC(s) or their designated SO and/or the PWWC shall respond to an alarm condition at any of the SRA locations under their charge within two (2) hours of a wastewater works alarm notification or emergency event, and within four (4) hours of a waterworks alarm notification or emergency event.
  • The ORCs shall be responsible for all aspects of the operation and maintenance of the SRA’s water and wastewater facilities. The ORC shall maintain all logs, records, and required documentation for systems operation, maintenance, PM, and shall oversee all required permit sampling and testing.
  • The Contractor’s ORC(s) or designated SO(s) shall perform site specific operational duties, ensure compliance with permits, ensure operations and maintenance activities are fulfilled and documented, and take actions that prevent Contract deficiencies and/or actual permit violations from occurring and to address and correct deficiencies when they do occur.
  • Ensures company and subcontractor resources perform inspections, maintenance, and repair in accordance with applicable permits, code, standards, and regulations.
  • Promotes a zero-harm safety culture and ensures the site safety of all personnel, subcontractors and traveling public.
  • Abides by and ensures compliance with company processes, policies, and procedures.
  • Performs all other duties as prescribed by management.

Who You Are

Required Qualifications

  • Ten (10) years’ experience in water/wastewater operations and maintenance w/three (3) years in a supervisory role. Experience with public facilities or rest areas a plus.
  • Must have a valid VA Department of Professional and Occupational Regulation (DPOR) Waterworks and Wastewater Works Operators and Onsite Sewage System (WWWOOSSP) operator’s license of the appropriate category and class (VA or NC as appropriate) that are in conformance with permit and/or regulatory agency directive for a given facility.
  • Minimum of high school degree with associated degree or licensure/certifications required.
  • Demonstrated management experience and ability to manage resources across a multi-county geography.
  • Demonstrates strong knowledge of, experience in, routine water/wastewater operations and maintenance requirements such as permit compliance, sampling/testing requirements, emergency response, inspection, and repair.
  • Be fluent in speaking and writing of the English language and shall
  • Pass VA background check
  • Must maintain a valid United States driver’s license.
  • Able to work weekends, evenings, holidays, and flexible hours when necessary.
  • Must be authorized to work in the US or will be authorized by the successful candidate’s start date.

Job Type: Full-time

Pay: $66,281.00 - $77,618.00 per year
