Job Summary

This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.

NATURE OF WORK

Under minimal direction of the Public Health Services Director, performs professional administrative services of considerable difficulty in planning, organizing, implementing and supervising WIC program services; this position has department specific responsibility.

Example of Work

(Illustrative Only) Manages and administers WIC and Breastfeeding programs; plans, develops, organizes, coordinates, implements, supervises and evaluates division policies, procedures and programs; develops and monitors WIC/Breastfeeding budgets; promotes and maintains a productive work environment; effective communication, sound decision making and provides quality customer service; develops County strategic plans and goals for the program(s) on an annual basis, and assists in developing the overall Health District Strategic Plan; provides leadership, direction , and guidance to WIC staff through appropriate delegation, evaluation and work supervision; responds to public health emergencies as directed; ensures compliance with WIC federal, state and local policies and procedures; conducts internal Quality Assurance Reviews; develops and maintains effective working relationships with other departments, governmental agencies and the public to promote the WIC program and its goals; serves as Director’s designee in Director’s absence; regular and reliable attendance is required; performs other duties as assigned.

Experience and Education

Bachelor’s Degree in nutrition (community nutrition, public health nutrition, nutrition education, human nutrition or nutrition science or related field, such as Family Consumer Service or biochemistry with an emphasis in nutritional science); and a Registered Dietitian and/or previous WIC and/or community health experience; AND two (2) years of supervisory experience; OR an equivalent combination of education and experience; must possess and maintain a valid Arizona driver’s license; requires successful completion of a background check.

Knowledge, Skills and Abilities

Knowledge of: County policies and procedures; principles, regulations, policies and procedures of the WIC, and other nutrition programs; principles and practices of nutrition; supervision and management; budgeting, accounting and financial management; effective training and evaluation techniques.

Skill in: Assigning and leading the work of others; preparing and maintaining reports and records; expressing, explaining and interpreting program goals and objectives to the public; developing and implementing administrative policies, procedures and rules; planning and organizing; assessing and improving program achievements.

Ability to: Research and write detailed reports; read, to write and synthesize data and reports; use modern office equipment and computers; assigning and leading the work of others; communicate effectively verbally and written; planning and organizing work; perform the essential functions of the job specifications with or without a reasonable accommodation.

Working Environment: The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally the job requires 60% sitting, 20% walking and 20% standing. Working at a computer monitor for extended periods required. The job is performed under minimal temperature variations and in a generally hazard free environment

Medical Coverage Category
The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.

Plan Option 1: Preferred Provider Option A (PPO) or PPO A 900 deductible with $10.00 Wellness Incentive. Employees who participate in the "Wellness Incentive" will receive a $20 monthly premium reduction.

Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,200 deductible with $10.00 Wellness Incentive. Employees who participate in the "Wellness Incentive" will receive a $20 monthly premium reduction.

Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) or HDHP-HSA with Wellness Incentive.

HDHP-HSA Wellness Incentive for Employee Only option can receives upto $240.00 annual contribution to a Limited Purpose FSA card.

Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
