The Town of Cohasset, an active, waterfront community on the South Shore, is seeking an Assistant Assessor in its Assessing department. The Assistant Assessor performs highly responsible and complex duties requiring considerable judgment in establishing valuations of real and personal property. The employee inspects, measures, and lists all properties with current building permits, as well as properties of taxpayers who have filed for abatement.

40% Assessing:
· Assists the Director of Assessing in performing highly responsible and complex duties requiring considerable judgment in establishing valuations of real and personal property. In the absence of Director of Assessing, attends and directs Board of Assessors’ meetings.
· Inspects, measures, and lists independently or with the Director of Assessing all properties with current building permits, sale properties, cyclical inspections and properties of taxpayers who have filed appeals. Adds or modifies sketch information in Patriot, updates data and tracks new growth. Maintain property changes in Patriot Database. Provide recommendations to Director of Assessing and/or Board of Assessors. Process Waivers, Denial Letters and Abatement Certificates for appeals and exemptions. Generate reports from appropriate databases used in assessing functions.
20% Processes:
· Responsible for keeping accurate records in the revision of the Assessors’ tax maps. Prepare recorded plans and subdivisions, assign new parcel numbers and correct acreage information for engineer. Add new properties and characteristic information to update assessment database and deletes properties when necessary due to property splits.
· Assists Director of Assessing with preparation of comparable sales and documentation for defending property tax values at the Appellate Tax Board. Also, attends hearings with Director of Assessing.
· Assists the Director of Assessing in compiling figures and documentation for submittal of the annual Recap Sheet to the Department of Revenue and the yearly triennial or interim year in-house revaluations of real and personal property.
· Assists the Director of Assessing in compiling data and help prepare information for the annual classification meeting with the Board of Assessors and Board of Selectmen.
· Conducts deed and plan research on Norfolk County Registry of Deeds Website.
· Assists the Collector’s Office with the quarterly real and personal property tax commitment process. Prepares warrants for Assessors.
20% Communication:
· Explain regulations and procedure to the public; provide information to property owners, bank officials, professional appraisers and realtors regarding property tax valuations, lot size, location and ownership; interprets tax laws and regulations affecting property tax valuation and tax assessments for taxpayers
· Assists with the day-to-day supervision of the Assessing Department, performs details of any routine duties deemed necessary by the Director of Assessing to keep the department on a timely tax cycle.
· Meet with taxpayers to determine eligibility for property tax exemptions and explain the requirements and process for tax deferral. Review applications, process exemptions and deferrals; keep confidential exemption and deferral files; report exemptions for reimbursement to Department of Revenue.
15% Office Support:
· Prepares Norfolk County Tax Warrants for Assessors, sewer betterment payoffs, Certified abutter lists for Board of Health, ZBA, Planning Board, Conservation, etc.
· Prepares Motor Vehicle and Boat Excise Commitments. Responsible for the transfer of motor vehicle and boat valuation information between the assessing software and treasurer collector billing system. Prepares warrants for Assessors.
· Prepares and processes Tax Deferral and Recovery Agreement, Statement of Entry into Tax Deferral and records lien at Norfolk County Registry of Deeds.
5% Other duties as assigned.

Pay: $61,052.00 - $72,972.00 per year
