JOB SUMMARY:

Under direction, coordinates a rules enforcement program to ensure compliance of occupancy, noise standards, signs, architectural guidelines and general operating rules; work involves obtaining cooperation through extensive contact with others primarily within the organization, but supervision is not exercised; and performs related work as required. Work involves regular contact with other divisions, departments, residents and the public.

ESSENTIAL FUNCTIONS:

Receives reports of alleged violations for three Mutual Corporations and researches the governing documents, operating rules and California Civil Code for possible infractions. Follows the board-adopted enforcement policy that includes a notice of violation letter, follow up with field inspector, and preparing and presenting a report to the board of directors or others as directed. Schedules a disciplinary hearing in compliance with California Civil Code.

Meets with residents to discuss neighbor complaints and assists in resolving problems either through rules enforcement action or referring the matter to other divisions, departments and/or agencies to resolve difficulties or third-party mediation. Recommends procedural or policy changes to prevent future re-occurrences. Maintains current operating rules manual for three Corporations.

Evaluates specific issues and summarizes findings and conclusions. Develops specific recommendations and reviews data and conclusions with others. Prepares and presents reports to committees, boards or others as directed.

Drives a vehicle to meetings, workshops, and other job related responsibilities.

Regular attendance required. All duties performed on-site for the Community.

NON-ESSENTIAL FUNCTIONS:

Assists others in office with priority projects that impact the Division.

EQUIPMENT OPERATED:

Vehicle, PC, printer, copier, fax machine, telephone, camera.
WORK ENVIRONMENT:
While performing the duties of this job, the employee is in a climate-controlled indoor office and normal outdoor elements.

DESIRABLE QUALIFICATIONS:

Graduation from an accredited four-year college or university with major course works in business or public administration. Experience in public relations involving continuous public contact or equivalent combination of education and experience which produces the following:

· Knowledge of the occupational hazards and safety precautions of the job.

· Knowledge of computer and applicable software programs.

· Knowledge of modern office equipment, practices and procedures.

· Knowledge of the principles of administrative management and sources of authoritative information.

· Knowledge of research methods and techniques.

· Knowledge of methods of report presentation.

· Ability to design, conduct, analyze and interpret research findings.

· Ability to conduct independent investigations, analysis and research on social, economic, zoning and related problems, and to present conclusions and recommendations clearly and concisely.

· Ability to gather, analyze and evaluate facts, to prepare and present concise oral and written reports.

· Ability to communicate effectively with various levels of management.

· Ability to establish and maintain effective working relationships with co-workers and the public.

· Ability to get along with diverse personalities in a tactful and mature manner.

SPECIAL REQUIREMENT:

Possession of a valid California Driver’s License.

PHYSICAL REQUIREMENTS:

While performing the duties of this job, the employee is frequently required to talk, hear, and use hands to finger, grasp, feel and reach. The employee is regularly required to sit for long periods of time (up to 7 hours) and use repetitive motion to operate a keyboard for long periods. The employee is occasionally required to kneel, pull, push, stoop, and lift and carry up to 10 lbs.

MENTAL REQUIREMENTS:

While performing the duties of this job the employee reads, solves problems, uses his reasoning, verbal and written communication skills, and extensive customer contact, multiple concurrent tasks.

Pay: $54,000.00 - $65,000.00 per year
