Community Engagement Program Manager

Emmaus Inc. is seeking a Program Manager for the North Shore Region’s Coordinated Entry Rehousing Program for homeless individuals and families. This unique, Hybrid position (with benefits), requires strong community engagement, program management and oversight skills. Funded through the Balance of State Continuum of Care (BoS CoC), this system-wide assessment, referral and housing placement program ensures that scarce resources are targeted to the most vulnerable households and are equitably provided across population groups.

Responsibilities:

  • Oversee and implement the Coordinated Entry System across the entire North Shore region in accordance with Federal HUD standards and local BoS CoC protocols.
  • Oversee, train and support staff in the region’s satellite triage/intake sites, charged with implementing this system within their local areas.
  • Outreach to new and existing community partners (emergency shelters, community-based services, faith communities and municipalities) to design and implement effective engagement strategies with people experiencing homelessness.
  • Assist in establishing monthly case conference meetings in areas with high incidences of unsheltered homelessness.
  • Manage the referrals of vulnerable homeless participants to CoC funded housing vacancies to ensure timely placements into open units.
  • Act as a point of contact for homeless households who are interested in accessing the CE system but who are not already engaged with an emergency shelter or street outreach program. Link them to a CE Intake Specialists in their area if available. Assist those without direct access to a CE Intake Specialist to explore options for resolving their housing crisis and assist with completing CE and other applications.
  • Represent the North Shore region in planning meetings with the Balance of State CoC.

Qualifications: The ideal candidate will have:

  • Demonstrated community organizing or program management experience.
  • Experience working with low income populations (experience with homeless populations a plus).
  • Bachelor’s degree in related field. Experience may be substituted for education.
  • Strong oral and written communication skills.
  • Detailed oriented with good time management skills.
  • Ability to analyze program policies and practices to identify barriers to achieving goals and make recommendations for course-correction.
  • Ability to work independently yet collaboratively as part of a team.

Additional Requirements:

  • Must have valid driver’s license and be able to pass a motor vehicle records check to screen for driving record.
  • Must undergo CORI check before hiring.
