Overview:

This Data Scientist/Statistician position supports the International Trade Administration (ITA) Enforcement & Compliance (E&C) Office of Policy & Negotiations. This position would support a variety of high-profile policy projects.

The mission of the Enforcement and Compliance (E&C) unit of the International Trade Administration (ITA), a Bureau within the Department of Commerce (DOC), is to support U.S. commercial competitiveness and facilitate trade and investment by providing U.S. firms and workers the opportunity to compete on level playing fields at home and abroad. One of the ways that E&C achieves this is by vigorously enforcing the U.S. Trade Remedy Laws, which play an important role in maintaining the level playing field necessary for a properly functioning global trading system. Trade remedy cases are an approved mechanism to remedy the distorting effects of unfair trade adversely affecting businesses and workers. The antidumping (AD) remedy is applied to unfair foreign pricing behavior. The countervailing duty (CVD) remedy is applied to unfair foreign government subsidies.

Responsibilities:

Successful candidates will demonstrate competencies in quantitative analysis with an emphasis in econometric regression methods. Candidates must be able to communicate analytical findings to internal and external customers and must create, maintain, and submit reports. Candidates must also exhibit a commitment to public service. Position duties include, but are not limited to:

  • Perform analysis of all data into, out of, and within Department of Commerce as needed.
  • Perform detailed and comprehensive evaluation of every assigned regression analysis, including each regression run, each estimated coefficient, each test of significance, underlying assumptions, and every aspect of model specification.
  • Identify and quantify data issues within the organization; and assist in the development plans to resolve these issues.
  • Support routine data management processes and ad hoc user requests as well as perform testing activities as needed.
  • Conduct data mapping and extract, transform, load (ETL) activities as needed.
  • Prepare regression analysis reports, and other reports as needed, within specified timeframes.
  • Work independently and as a member of a small team.

Qualifications:

  • At least 8 years work or academic experience using econometric regression methods to analyze industry trends.
  • Have a strong proficiency with MS Office applications (Word, Excel, etc.)
  • Be able to write well – accurately, briefly, clearly, thoroughly, and grammatically correct.
  • Be able to pass the required background check for a position of Public Trust.

EDUCATION:

  • At least a bachelor’s degree in mathematics, statistics, operations research, economics, or related quantitative discipline.
  • Possess a related industry certification.

SCHEDULE:

Monday – Friday, regular business hours
