Deloitte is looking for a full-time Director of Finance, Administration, and Compliance (DFAC) to provide financial, risk, compliance, operational, and management support for an ongoing IDIQ and task orders.

Role. The DFAC supports the Chief of Party (COP) to prepare required reporting for the client, leads and manages field-based project management, project budget & financial activities, and oversees project reporting, operations, procurements, risk and compliance, and knowledge management. The DFAC reports directly to the COP and will work with support from the Home-Office operations team.

Responsibilities


  • Ensure all project operational and administrative functions are aligned and support technical activities, and that the project complies with the client rules and regulations as well as project agreement requirements, including cost, schedule, and quality parameters.
  • Ensure the timely and quality reporting of all financial and operational deliverables and documentation in accordance with government guidelines.
  • Ensure contractual and internal approval requirements (e.g., waivers, approval memos, procurements) are met, and prepare justifications supporting these actions in coordination with project leadership and home-office support staff.
  • Supervise the preparation and reconciliation of the monthly financial reports for timely home office submission, balancing the field bank account and properly recording all financial transactions.
  • Produce project budget analyses, projections, and cost reports and invoices per contract requirements.
  • Monitor implementation progress and help ensure that all incurred costs are reasonable, allowable, and allocable per the client regulations. alerting the management team to necessary contractual or management actions (e.g. LOE or line-item reallocation, grant performance, notifications and approval requests to the client, etc.).
  • Lead identification, recruitment, and management of local consultants and subcontractors; perform actions to initiate contractual mechanisms, as applicable.
  • Oversee project procurement efforts for cost reasonability and compliance.
  • Produce operational reports and updates for deliverable reporting and project success stories.
  • Implement the grants program with input and oversight from the COP, Grants team, and Deloitte Office of Contracts.
  • Lead the grants management process and sub-awards to local organizations, including grant proposal tracking, review, and approval processes.
  • Collaborate with the Engagement Director and COP to identify and manage risks, and actively support resolution of performance issues with project staff and sub-awardees.
  • Perform other duties to achieve position and project objectives, as directed by the COP.


Location. 100% remote initially, with possibility of deployment to the field in the future as the situation in Ukraine stabilizes. This role may include occasional travel to Poland.

Qualifications

Required:

  • Bachelor's degree required in business administration, finance, accounting, or relevant field.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required clearance for this role.
  • Ability to travel up to 25% on average, based on the work you do and the clients and industries/sectors you serve.

Preferred:
  • Master's degree preferred
  • At least 5 years of professional experience in international development
  • Prior experience serving as a DFAC or Director of Operations is preferred
  • Experience providing budgeting, financial management, and financial reporting in the field of international development
  • Experience successfully managing teams with diverse backgrounds
  • Strong working knowledge of Excel
  • Familiarity with government rules and regulations around technical assistance in international development
  • Exceptional attention to detail; strong numerical analysis skills
  • Excellent written and verbal communications skills
  • Ability to manage multiple priorities and work with diverse groups
  • Ukrainian or Russian language skills are a plus
