The Harris Center for Mental Health and IDD (“The HARRIS CENTER”) is looking for a ECI Program Monitor to join our team. This position involves examining and reviewing the ECI program and providing assistance to staff to improve program performance. The Compliance Reviewer Specialist works under general supervision of the ECI Program Director. The Compliance Reviewer Specialist performs daily audits of ECI staff documentation to ensure compliance with program policies and procedures. This position fully embraces the mission and 7 key principles for providing early intervention services in the natural environment
What you will do:
- Provide program wide monitoring and consultation to director, managers, and staff
- Provides training/technical assistance and ongoing consultation to the ECI managers and staff
- Performs special tasks, develop new monitoring tools and revise/update current tools to reflect Agency P&P and state/federal guidelines.
- Facilitates audits of departmental records.
- Completes reviews of records assuring compliance with all applicable guidelines.
- Audits daily electronic and paper documentation from staff
- Assists director with state and organization program reviews and recommendations
- Monitors correction of errors in electronic and paper documentation
- Reviews client charts or EHR’s with staff using various tools including local and state databases.
- Monitors performance data, documentation and service delivery of those staff who are struggling to meet any of these expectations. Regularly informs Program Director and or Team Lead of status and or results.
- Organizes and conducts individual and group peer reviews.
- Monitors and assists program with meeting performance indicators.
- Perform checks of daily service trackers.
- Maintains and submits all required documentation on a weekly basis.
- Meets performance expectations (see addendum).
- Participates in project groups, committees, child find activities and interagency program planning as requested by the Program Director of ECI.
- May organize and facilitate (inclusive) community groups, activities, and opportunities for children.
What qualifications you will need:
- Bachelor’s degree (B.A.) or equivalent.
- Two (2) years’ experience in social service field auditing, responsible for data integrity, or investigation work.
- Knowledge of state and federal program policies and laws of financial and medical eligibility program policies and agency quality control
- Knowledge of Microsoft
- Knowledge of ECI Policy and Procedures
- Knowledge of Texas laws regarding reporting child abuse/neglect
- Knowledge of therapist licensing/registration requirements including OT, PT and Speech Therapy
- Knowledge of OT licensing/registration requirements
- Knowledge of HIPPA Privacy and Security
- Possess strong verbal and written communication skills and interact effectively at all levels within the
- Ability to interpret policies and procedures to analyze and evaluate quality control case review documentation for accuracy and completeness, to analyze management problems and develop and present alternative

- The person must have well-developed interpersonal, organizational, problem solving skills and be a team player with a desire to provide a high level of customer service. Ability to maintain absolute confidentiality of all work-related matters and ability to communicate effectively and tactfully with all levels of the Agency.
