HOURS OF WORK:
Full-time (35 hours/weekly) Monday, Tuesday, Thursday 8:30 AM – 4:30 PM; Wednesday 8:30 AM – 7:30 PM; Friday 8:30 AM – 12:30 PM. Some evening meetings, as needed.
SALARY:
$1,548.90 - $1,812.22 Weekly (Non-Union FLSA Exempt)
BASIC FUNCTION:
Position is responsible for overseeing the cost recovery, planning, and accounting for federal funding relative to the City’s Covid-19 pandemic response efforts. Funding managed include, but are not limited to FEMA reimbursements, Coronavirus Relief Fund/CARES Act, American Rescue Plan Act (ARPA), and similar programs. This position is funded from ARPA and is not expected to continue after the program’s expiration (currently December 31, 2024). Federal COVID-19 funding may also support this position.
SUPERVISION:
Works under the direct supervision of Director of Finance.
RESPONSIBILITIES:
  • Identifies opportunities to apply federal funding to City programs, projects and needs for COVID-19 response efforts.
  • Tracks and applies for all relevant FEMA and other federal reimbursement and grants for pandemic response.
  • Advises and supports department heads and staff in securing and tracking relevant federal funds for pandemic response efforts.
  • Works collaboratively with Finance and Mayor’s office staff to track projects implemented with federal funding to ensure alignment with long-term capital plans, City goals, accessibility, and climate change objectives.
  • Maintains working knowledge of latest federal and state rules, guidelines and other requirements for funding eligibility and accounting.
  • Manage reporting process pursuant to federal or other requirements.
  • Host community engagement meetings.
  • Grant writing and/or management of non ARPA related funds.
  • Performs other related duties as required.
EDUCATION & EXPERIENCE:
Bachelor’s Degree in Finance, Public Administration or related or otherwise relevant field required. Prior municipal experience preferred and/or experience in public accounting, auditing, financial management or similar field also preferred.
KNOWLEDGE, SKILLS & ABILITIES:
  • Knowledge: Familiarity with general accounting practices and standards. Familiarity with federal funding programs, grants, and other similar programs.
  • Skills: Familiarity with Microsoft Office Software applications.
  • Abilities: Highly organized to manage multiple simultaneous projects. Ability to manage projects effectively and meet firm deadlines.
WORK ENVIRONMENT:
The work environment in a standard indoor office environment. The noise level in the work environment is usually low to moderate.
