The Gwinnett County Department of Transportation is committed to setting the standard of excellence for safe and efficient mobility. Serving the traveling public through our aviation, transit and surface transportation systems, the department consists of four groups: Intermodal Operations; Capital Program Delivery; Transit Program Delivery; and Traffic Engineering, Operations and Maintenance.
The Department of Transportation maintains an infrastructure system that includes more than 2,650 miles of road, over 740 signalized intersections, thousands of miles of traffic striping, the Gwinnett County Transit System, and one of the three busiest airports in Georgia. The Department of Transportation performs this mission with 198 approved full-time positions and a 2023 adopted operating budget of $80.03 million in multiple funds.
The Finance and Performance Management Division is responsible for managing the department's capital and operating funds including Special Purpose Local Option Sales Tax (SPLOST) funds, grant funds, enterprise funds; creating purchase orders; paying invoices and tracking the department's performance metrics. The division develops and oversees implementation of the annual department budget. This division has a vacant Program Analyst II position.
The Program Analyst II will work with the Department’s various business units by planning, designing, and implementing accounting information systems related to transportation projects and initiatives. Duties include developing and managing transportation program budgets, managing individual project budgets to include grant budgets, and drafting intergovernmental and other contractual agreements between Gwinnett County and cities, community improvement districts and other agencies. This position is responsible for tracking compliance with agreements and serves as the department's point person in addressing any contract issues. This staffer is responsible for oversight and approval of accounts receivables and accounts payables related to agreements and provides reports to upper management on the status of projects.
The position is a grade C43(1) with a salary range from $62,734 to $103,511. The chosen candidate’s salary will be based on qualifications.
Effective 4/11/2023, this position is eligible for the Employee Referral Program.
MINIMUM QUALIFICATIONS:
- Bachelor's Degree in Business Administration or a closely related field (i.e. Accounting);
- Two years of professional auditing or analyst experience;
- One year of project management experience;
- or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above;
- Valid Driver's License.
