The Naval Surface Warfare Center NSWCCD Division’s (NSWCCD) Naval Architecture and Engineering Department (Code 80) performs fundamental and applied research, engineering and naval architecture on surface ships, air vehicles, combatant craft, and submarines. In support of Code 80, the Senior Program Analyst provides support, guidance, and analytical skills for customer planning and execution of business service initiatives. Performance will be in a variety of support areas including finance, logistics, security, space planning, and safety initiatives.

Key Tasks and Responsibilities

  • Provide Operating Materials and Supplies (OM&S) support and Property Plant and Equipment (PP&E) material movements support.
  • Support creation of Material Management OM&S/Asset Management procedures, Metrics (Weekly, Monthly Quarterly, and Yearly), business rules process guides, and desk guides (Quarterly). Perform periodic reviews and updates of current desk guides and process guides (Quarterly).
  • Coordinate and administer property acquisitions, assignments, and disposition for the Technical Departments in support of the Government Plant and Property Manager.
  • Process material and equipment requests for the Technical Departments including physical processing and issuing of OM&S and Property, Plant, and Equipment (PP&E) transactions, storage, packaging, cataloging, and labeling.
  • Perform physical inventory functions for the Technical Departments (to include floor to book, book to floor, cyclical, random sampling, and triennial inventory). Validation shall include categorizing material type, determining physical inventories on hand, researching discrepancies in inventory records, determining material ownership, correcting inventory records, identifying acquisition value for unsupported plant property using the Fair Market Value process, initiating and submitting DD Form 200, labeling inventory, conducting material transfer orders, and maintaining tracking and approval documentation.
  • Review, develop, and disseminate documentation including existing and emergent ERP Guidelines, procedures, business rules, Standard Operating Procedures (SOP), regulations, Plan of Actions and Milestones, schedules, memorandums, instructions, white papers, and policies and determine their impact to the customer OM&S, Purchase Requisition, and Plant Property & Equipment/Asset Management programs.
  • Identify and process the disposition of all material and equipment in accordance with policies, regulations, and processes. Provide support for functional areas including inventory management, warehouse management, physical inventory, material movement, storage, disposal, Government Furnished Equipment and Property (GFE&P) and automated information technology in U.S. Navy ERP.
  • Support requests of the Technical Departments for information, data calls or reports related to U.S. Navy ERP, and other related systems and software from teams including OM&S Material Management Division Team, NSWCCD Program Managers, and Business Offices.

Job Requirements:

Education & Experience

  • Bachelor’s degree (Master’s Degree desired) from an accredited institution in an Engineering, Math, Physical Sciences, Computer Science, Business Administration, or Managerial field.
  • Approximately 10 years of experience working with the US Government tracking
projects and conducting scheduling, and configuration management, which includes
gathering, organizing, and compiling pertinent data into spreadsheets, formatting the data,
updating, and analyzing the data.
  • Desired experience includes 5 years in a leadership role supporting Navy program offices
