Job Overview

    This job announcement will be accepting candidate submissions until 24 April 2023.
    The 711 Human Performance Wing (711 HPW) seeks to fill a mid-level Supervisory Financial Manager in the S&T Division (FMA) within the 711 HPW at Wright-Patterson AFB, OH. The incumbent will perform a broad and extensive range of financial management programming and analysis for complex programs and projects which have extensive program and financial relationships with other organizational programs, complex funding, etc. Effort includes all aspects of financial management, budget, cost estimating, performance and integration.
    Position duties include, but are not limited to:
    • Serves as the Execution Branch Chief and Financial Manager within 711th HPW FMA; leading financial management responsibilities to include analysis, budgeting, forecasting, developing risk/cost/schedule estimating models/databases for cost and budgeting information collection, fiscal analysis, policy, execution, and guidance.
    • Develops/implements programs to improve analytical and estimating methods, techniques, capabilities, and knowledge sharing throughout the 711 HPW, AFRL.
    • Leads assigned team & encourage team's attendance in professional & leadership training.
    • Leads team in challenging, modifying, adapting inefficient methods to increase business efficiencies & effectiveness for issues affecting a wide range of activities.
    • Presents changes to leadership & lead the implementation process of refined processes & procedures.
    • Guide team to work with customers to identify problems & develop strategies while ensuring legal & regulatory compliance for effective resolutions.
    • Implements leadership supported or approved FM policies & procedures on all matters relating to programming, cost, budgeting, forecasting, information collection, & status of funds.
    • Leads planning & analysis for programs ensuring best utilization of funds.
    • Demonstrates creativity and foresight by identifying, preparing, and presenting detailed technical reports and briefings on new concepts and technical directions impacting programs/projects, and requirements.

    • Knowledge of DOD acquisition requirements, development, and approval processes.
    • Knowledge of financial/statistical analysis, cost estimation/management techniques, AF budget/accounting procedures and program planning as they relate to the science and technology, research and development acquisition process, along with payroll reimbursement procedures.
    • Knowledge of multiple financial management disciplines including finance, accounting, budget, cost analysis, and management functions.
    • Skill in the analysis and resolution of complex problems.
    • Ability to gather, assemble, and analyze data to prepare financial budget and cost estimates and make recommendations to resolve financial/funding problems.

Required Qualifications

  • United States Citizens
  • Males must be registered for Selective Service, see www.sss.gov
  • Must be able to obtain and maintain a Secret Clearance.
  • This is a Drug Testing Designated Position. The incumbent may be subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • This position may require travel.
  • This is an Acquisition Professional Development Program (APDP) position, and requires a Level 2 certification (Practitioner). The selectee will have 24 months to meet APDP requirements or waiver must be obtained.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or 52 weeks of specialized experience equivalent to the next lower grade level (DO-01/GS-11/DO-02/GS-12., in the Federal service or equivalent in an alternate pay system.
