Summary

The YoungStar Rating Manager is responsible for serving as a key leader and ensure that YoungStar ratings are completed timely, accurately, validly, and reliably with the appropriate documentation in the YoungStar Case Management System. Wisconsin's YoungStar is a five-star quality rating system for child care providers based on education, learning environment, business methods, and practices around child health and well-being. This role will lead efforts to establish ratings for early care and education and school-age programs using criteria established for the YoungStar program; perform valid and reliable environment ratings associated with evaluation criteria; ensure that any rater/observer that completes an Environmental Rating Scale (ERS) observation is considered valid and reliable; and utilize software to complete observations and create summary and quality improvement reports for programs. The Rating Manager will provide management and leadership with commitment to principles of equity and will oversee a team of raters.

The location of this position is based in Wisconsin.

Duties

Serves as a member of the management team, which includes supporting the meeting of all project goals
Recruits, hires, develops and manages a diverse team of raters who deliver timely, accurate, valid, and reliable ratings to participating programs
Builds an effective team that is capable of delivering timely, accurate, valid and reliable ratings and interfacing effectively with other Coaching teams, Coaching Managers, Content Specialists, Instructional Designers, subcontractors, and external resources
Ensures continued expertise and consistency among raters within the team
Evaluates data to inform and improve individual and rating practices
Provides continual professional development for each rater on the team at a regular frequency, including on-site, in-program support
Develops protocols and procedures that ensure ratings are consistently deployed efficiently, effectively, and equitably
Ensures compliance with Company, State and Federals standards; along with licensing requirements
Participates in assigned meetings, events and training as required, in-person and virtually and attends ongoing professional development courses

Requirements

1. Bachelor's Degree or Two Credentials in Early Childhood Education and Child Development or related field
2. 5 years' experience in early childhood, including experience in leadership, supervision, and/or providing technical assistance
3. 3 years' experience in delivering QRIS programming, developing and facilitating program improvement content in various formats
4. Qualification and experience in applicable ERS (i.e. ITERS, ECERS, FCCERS), including being considered valid and reliable, master certification preferred
5. Must be recognized as a Master Trainer and/or Approved Consultant through the Wisconsin Registry's Professional Development Approval Systems (PDAS)
6. Must have specialized training around implicit bias, anti-bias ECE programming, equity, inclusion, or related areas are preferred
7. Prior experience working with a variety of ECE program types, including, at a minimum, both family and group childcare
8. Bilingual in Spanish and English is preferred
9. Physical exam and background checks are required for this position
10. Travel required locally or long-distance up to 20% of the time for work-related meetings and functions
11. Must have a valid driver's license and reliable transportation
