Purpose of Job

The purpose of this classification is to review plans, analyze designs, and check all associated calculations for public and private developments; such as roads, bridges, storm water systems, erosion control features, and water quality components.

Essential Functions

The Civil Plans Reviewer is responsible for the following essential functions:

• Reviews plans, analyzes designs and checks associated calculations for public and private developments; such as roads, bridges, stormwater systems, erosion control features and water quality components.
• Perform civil technical and field review of concept plans, uses on review, Plats, erosion and stormwater plans as well as water quality plans to assure compliance with Knox County requirements.
• Uses current computer models for technical review of drainage designs.
• Ensures proper bonding is obtained prior to start of construction.
• Works with developers, consulting engineers, the general public and other public agencies.
• Assists in the administration of the Federal Flood Insurance Program for Knox County.
• Assists in the compliance of NPDES Phase II regulations.
• Meets with the public concerning matters regarding subdivision construction, traffic issues, flooding, and drainage improvements and zoning issues.
• Confers with Knox Planning on zoning, subdivision and future planning developments.
• Attends courses, seminars and other educational programs on various public works and infrastructure topics to remain abreast of professional developments in relevant areas.
• Creates engineering designs for road and drainage improvement as needed.
• Assists construction inspectors in interpreting design plans
• Plans and facilitates pre-construction meetings with developers and engineers as needed.
• Attends meetings on site or at the office with engineers, contractors, citizens or member of the Knox County Engineering staff.
• Responds to requests for service from citizens and staff by communications such as: telephone, in writing to define the request, conducting the appropriate analyses, identifying appropriate measures where available, developing or designing such measures and communicating with the requestor as to our intended action.
• Respond to and report immediately if called upon by local, regional or central office supervisors, as part of a coordinated emergency response by the Knox County Mayor’s Office
• Ensure regular, punctual attendance during scheduled work hours
• Perform other duties as assigned by the Land Development Manager

Minimum Training & Qualifications

• Bachelor’s degree in Civil Engineering or Transportation Engineering required, with Master’s level course work in the field; Master’s degree strongly preferred; supplemented by six (6) or more years experience and/or training that includes traffic engineering, traffic control, hydraulics, or civil engineering; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
• Must have and maintain a registration in State of Tennessee as Professional Engineer or ability to get Comity from another state. Must possess and maintain a valid Tennessee driver’s license.
• Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position.
