Job Summary:
Upon completion of orientation and under general supervision, the Director of EOC and Safety establishes the standards of quality, systems, and tools of compliance as well as sustains efficient EOC operations. Responsible for managing and organizing the operations of the facility including maintenance, grounds keeping, and housekeeping while maintaining compliance with all applicable codes and standards of government and regulatory agencies. This position also serves as the facility’s Safety and Security Officer and serves on the Safety Committee.
Job Duties:
Oversee, plan, organize and direct day-to-day activities of all Environment of Care, maintenance, housekeeping and dietary personnel: manage employees through observation of job performance, periodic written performance evaluations, budget and staffing audits, periodic departmental and supervisory meetings and inspections; consult with Human Resources Director in respect to new hires, evaluations, counseling; manage staff activities to reduce risk of human injuries; establish a program of continuing education for all department employees; comply with established facility standards through regular inspection of the buildings and grounds; set-up, operate, and oversee an ongoing preventive maintenance program and perform scheduled inspections on the equipment in the facility; maintain current awareness of new products and techniques. Serve as the Chairman of the Safety Committee and assumes the role as the facility safety and security officer while developing, implementing and directing the facility’s Environment of Care programs: work collaboratively with the Director of QA/Risk and HR Director to provide safety training for all new employees which may include orientation in minimizing security risks for personnel, orientation of proper emergency procedures to be followed during a security incident and orientation on the procedure for reporting security incidents that involve patients, visitors, personnel and property; update present employees of any new information on safety training; schedule, operate and conduct the required number of fire and disaster drills on an annual basis. Establish record of drills and report them to the Safety/Risk Management Committee; ensure that departmental EOC policies and procedures are distributed, practiced and enforced; Review all EOC department policies and procedures as needed; provide a physical environment free of hazards and support the QA/Risk Manager with establishing and evaluating the impact on patient and public safety, the buildings, grounds, equipment, occupants and internal physical systems; Comply with established measures for Infection Control, OSHA regulations and safety risk management, plans, policies and procedures; Prepare annual evaluation reports of the objectives, scope, performance and effectiveness of the EOC plans; review/investigate all incidents that involve property damage, occupational illness, and patient, personnel or visitor injury related to the Environment of Care; ensure emergency service areas are clearly identified and easily accessible; promote an ongoing hazard surveillance program, including response to product safety recalls; intervene whenever conditions exist that pose an immediate threat of damage to life or health of employees or patients or pose a threat of damage to equipment or buildings; Present cleaning and disinfecting agents to the Infection Control Committee for approval at least annually; Practice standard/universal precautions and environmental safety guidelines, including instructions upon SDS for materials encountered during task completion; takes appropriate precautions ensuring proper tag out and lock out procedures when working on equipment. Ensure the facility meets necessary standards set forth by The Joint Commission, federal, state and local laws concerning the operation of the facility: maintain documentation of required tests under The Joint Commission for electrical safety, emergency generator power testing, fire alarm testing and all other testing; Maintain a reference library of all codes, standards and resource materials. Participate in annual budget preparation: ensure the facility’s dollars are spent in the most economical fashion to maintain equipment in the plant; provide support in planning and achieving remodeling projects; coordinate with outside contractors for any necessary repairs beyond EOC’s capability or time scope within reasonable cost. Organize work and work of others in the department to avoid crisis management prior to The Joint Commission and state surveys. Support facility-wide Quality/Performance Improvement goals and objectives.
