Position Description: Imagine One is currently seeking a Senior Program Analyst to perform critical program management, technical, or business analysis of major DoD acquisition systems and provide recommendations to ensure program success. Work will be performed at NAS Patuxent River, Maryland. Principal duties and experience requirements follow:

Principal Duties: Performs program management, technical, or business analysis. Participates as a member of and/or supports the specified Program Integrated Product Teams (IPTs); and IPT directed business meetings. Collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs. Tracks program/project status and schedules. Applies policies and procedures for financial planning.
  • The Senior Program Analyst analyzes program and support requirements, program schedules and performs other related management tasks in support of FMS pre-case, case execution, reconciliation and case closure activities.
  • They oversee assigned program activities in support of the Program/Case Manager. Participate in meetings to support program objectives and represents the Program/Case Manager.
  • They perform initial assessments and provide recommendations on the tailoring of country specific needs.
  • They provide analysis for site surveys, provisioning of spares, support equipment, publications, training, software and transportation requirements. Coordinate prospective changes to aircraft/avionics/weapons/support equipment quantities and operating aircraft.

Specific Duties for PMA-275 Foreign Military Sales (FMS) Team Support:
  • Acts as co-lead in support of the development and delivery of Mobile Maintenance Facilities (MMF) to include tracking contracts, development, transportation, delivery, installation and verification
  • Review system technical documentation for integration applicability to a foreign customer. Perform technical data releasability assessment. Familiar with the Navy publication suite for aircraft training, operations, periodic inspections, and O/I level maintenance.
  • Participate in program and technical reviews
  • Prepare and review technical support plans to include cost analysis. Assist with program supply support and logistics requirements such as: site surveys, spares, support equipment, publications, training, software and transportation requirements
  • Track aircraft training and support equipment delivery status
  • Track Repair of Repairables (ROR)
  • Candidate must be comfortable and confident with facilitating/leading formal meetings
  • Candidate must have experience working with Spreadsheets in Excel
  • WebRoR and experience with Navy Supply (NAVSUP) is highly desired
  • An understanding of the Foreign Disclosure Office (FDO) policies is desired

Experience:
  • At least ten (10) years’ experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum of six (6) years out of 10 years of recent work experience related to analysis and planning. At least three (3) years of recent FMS experience is desired.
  • Demonstrated experience in the program/project status and schedules.
  • Demonstrated knowledge of SECNAV, OPNAV and OSD forms related to Planning, Programming, and Budgeting System (PPBS), Military Interdepartmental Procurement
  • Requests, Work requests, Requisitions, Contract Data Requirements List, and DD 254. Demonstrated experience in the program/project status, earned value management and schedules.
  • Desired Experience: Specific knowledge of DOD SAP policies and procedures relating to FMS, V-22 and/or Navy or USAF airborne weapon systems.

Educational Requirements:
  • Bachelor’s Degree in a business, management or technical discipline.
  • Allowable Substitutions: An AS or AA degree and an additional four (4) years of experience; OR an additional six (6) years of experience may be substituted for a BS or BA degree.

Security Requirements: U.S. Citizenship required. Candidate must currently have an ACTIVE DoD Secret Security Clearance.
